CASE <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF CHESTNUT RIDGE; <br />CASE OF JOHN PETERSON, GOOD VALUE HOMES <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />John Peterson of Good Value Homes is requesting sketch plan review of a plat proposed to be <br />named Chestnut Ridge. The plat consists of approximately 35 acres located north of Chestnut Hill <br />that is proposed to be subdivided into 58 single family urban lots. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Proposed subdivision <br />City Staff review letter dated June 29, 1993 <br /> <br />Observations: <br /> <br />Typically, dimensions and areas are not reflected on sketch plans. The standard lots dimension <br />and area requirements and the shoreland standards for those lots abutting Ramsey Terrace Pond <br />have been called out in the City Staff review letter. Compliance with these requirements will have <br />to be demonstrated at the _time of preliminary plat review. <br /> <br />All of the lots will receive access from interior streets with the exception of Lots 5 through 8, <br />Block 1 and Lots 6 through 9, Block 2. These particular lots are proposed to be served by a <br />private driveway similar to the method used in Chestnut Hill. <br /> <br />The plat has been designed with a through street from Chestnut Hill to the south, traversing north <br />to the property boundary. <br /> <br />The City Engineer has indicated that the location of Sunfish Lake Drive, a MSA collector street, is <br />of great concern with this plat. The way the sketch for Chestnut Ridge has been designed would <br />require the alignment of Sunfish Lake Drive to be north of Chestnut Ridge. To construct the MSA <br />road in this location would require very costly technical construction methods or f'flling of <br />wetlands, which Staff anticipates DNR would aggressively oppose. In lieu of the natural amenities <br />on the subject property, the developer has strongly expressed that a southerly alignment of the <br />MSA road through the plat will adversely impact the character of Chestnut Ridge. City Staff <br />would therefore recommend that the sketch plan not be approved until the location of Sunfish Lake <br />Drive has been resolved with DNR. <br /> <br />Prior to preliminary plat approval, this subdivision will be reviewed by the .Park and Recreation <br />Commission for recommendations to satisfy park dedication requirements. <br /> <br />Recommendation: <br /> <br />City Staff recommends tabling sketch plan approval. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Table sketch plan approval of Chestnut Ridge until the location of Sunfish Lake Drive is <br />resolved. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Engineer <br /> <br />6/3/93 <br /> <br /> <br />
