Emergency access to properties is also a concern. While all of
these concerns may be addressed at the time of development, the City would have no
control over future conditions. It is Staff's opinion that this parcel could be developed to
City standards by sacrificing one lot.

2fliC,.Ilall~: DN'R Wetland #114-P is located on the property. The ordinary high water level
(OHW) in indicated to be 858.1 feet. Any work which changes the course, current or
cross section of this wetland will require a DNR Protected Waters Permit. This project
should be reviewed by the Lower Rum River Water Management Organization
(LRRWMO) for compliance with their standani~.

Streets: The plat has been designed with the extension of Krypton St. N.W. from Wood
Pond Hills into Chestnut Ridge. The extension of Krypton St. into Chesmut Ridge
exceeds the 600 foot maximum cul-de-sac length by approximately 400 feet, exclusive of
the private driveway that then extends off the end of the cul-de-sac. Given that the subject
property is surrounded on 3 sides by wetland, an over-extended cul-de-sac appears to be
the only reasonable way to provide public access to this peninsula of high ground.

jqrrading and Drainage: The chief graddng concern will be the protection of the surrounding
wetland from erosion and sedimentation resulting from the development. Silt fence has
been specified for selected areas. The LRRWMO will address the adequacy of the
proposed erosion control.

Drainage fi.om the right-of-way is proposed to be concentrated for discharge at two points.
One is the existing catch basin at the end of Krypton~Street N.W. in Wood Pond Hills. A
second inlet is located between proposed Lots 8 and 9 which is proposed to discharge Lnto
a new sedimentation pond. Staff is recommending piping the discharge from this second
collection point to the existing catch basin and sedimentation pond. Th~s will et/minute the
need to enter onto private property at a second location to rn~ntain this extra sedimentation
basin.

o

p..grk D¢clicatio.n: The preliminary plat will be reviewed by the Park and Recreation
Commission at their regular meeting in October. It is anticipated that the park dedication
will consist of a cash payment in the amount of $620.00 per lot.

The Planning and Zon/ng Commission will be meeting at 7:30 p.m. on Tuesday, October 5, 1993,
to consider your request for preliminary plat approval of Chesmut Ridge. I suggest ~at you, or
your representative, be present at the meeting to answer any questions that ma3, arise.

If you have any questions, please feel free to call at 427-.1410.

Respectfully,

CITY OF RAMSEY

Sylvia Frolik
Zoning Administrator

City EngSneer
