CAS . # Z

REQUEST FOR PRELIMINARY PLAT APPROVAL OF CHESTNUT RIDGE;
CASE OF JOHN PETERSON, GOOD VALUE HOMES
By: Zoning Administrator Sylvia Frolik

Background:

On June 7, 1993, the City of Ramsey received an application from Good Value Homes for sketch
plan review of Chestnut Ridge which consisted of 35 acres to be subdivided into 58 single family
lots.

On July 6, 1993, the Planning Commission tabled sketch plan review of Chestnut Ridge until the
alignment of the extension of Sunfish Lake Drive N.W. was resolved with DNR.

On August 30, 1993, the City of Ramsey received an application for preliminary plat approval of
Chestnut Ridge that was scaled back to 12 lots and excluded that area potentially impacted by the
extension of Sunfish Lake Drive N.W. Five of the lots were proposed to receive access from a
private drive extending off the end of Krypton Street N.W.

On October 5, the Planning and Zoning Commission conducted a public hearing and at the request
of the Developer, tabled action on the proposed preliminary plat of Chestnut Ridge. It was also
noted that it may be feasible to construct Krypton Street as a through street

On October 26, the City received a revised preliminary plat for Chestnut Ridge. The plat still
consists of 12 single family lots, however, the entirety of Krypton Street has been platted as a cul-
de-sac constructed to City standards and the concept of the private drive has been eliminated.

The following items are enclosed for your information:

a)
b)
c)
d)

Site location map
Proposed preliminary plat dated October 26, 1993
Proposed grading plan
City Staff review letter dated October 29, 1993

Observations:

The developer is proposing to install the streets, sewer and water as a private development project
with no financial participation on the part of the City.

Park dedication is anticipated to consist of a cash payment.

The grading plan must be reviewed by the Lower Rum River Watershed Management Organization
(LRRWMO) and should be modified to show a tree preservation plan for the plat.

Whether Krypton Street is constructed as a cul-de-sac or a through street will depend on
conversations between the City Engineer, DNR, the developer and the Planning Commission. As
you will note in the City Staff review letter, to span the County Ditch and conslruct Krypton S~:eet
as through street could be a very costly project.
