CASE #3

1993 WAGES AND BENEFITS FOR EXEMPT EMPLOYEES
By: Ryan Schroeder, City Administrator

Background:

Attached is a copy of my proposal for the Exempt personnel based on the similar package of the
Negotiations Committee's discussions on the AFSCME bargaining unit contract for 1993. There
would be an increase in payroll of 3.70%, with a minimum increase of 2.25% - with the difference
in lump sum, and an increase in the monthly contribution for health and life insurance of $15.00
from $250 to $265 monthly.

A meeting with the Exempt will have been held earlier on January 6, 1993 to discuss my proposal.
At the time of this case preparation, this meeting had not yet occurred. Having not benefitted from
input from this employee group, I am not aware of any concerns or comments that may arise
(which will be forwarded to you). It is my position, however, that it is a reasonable position in
this year to follow the AFSCME format.

The Negotiations Committee has questioned the impact of such increases in future years. I have
attached projections for 1994 and 1995 using the same chart. Also included are comparisons to
midpoint and market for 1991, 1992 and the proposed 1993 to show that we are in fact heading in
the right direction, in relation to market and midpoint.

Recommendation:

City Staff recommends adoption of the exempt package as presented, including the increase to
$265.00 for the monthly contribution for health and life insurance.

Committee Action:

To approve/not approve adoption of the exempt package and increase the monthly health and life
insurance contribution to $265.00 effective January 1, 1992.

!1

Review Checklist:

City Administrator
Personnel Coordinator

SCC: 01/06/93

Copies also distributed to:

Police Chief
Finance Officer
City Engineer
Public Works Supervisor
Sergeant
Senior Accountant
Recording Secretary
