1993 NEGOTIATION BACKGROUND <br />By: Ryan Schroeder, City Administrator <br /> <br />CASE <br /> <br />#I <br /> <br />Background: <br /> <br />Attached, please find the following exhibits: <br /> <br />2. <br />3. <br />4. <br /> <br />The 1993 Costing Chart <br />The 1992 Costing Chart <br />The 1993 Contract Cost <br />Point Sheets Description for 1993 Wages <br /> <br />You will not the following percentage personnel increases experienced for 1992 and proposed for <br />1993: <br /> 1992 1993 <br />AFSCME (for approval) 4.67% 4.02% <br />Exempt (for discussion for 1993) 4.67% 4.14% <br />LELS (for discussion for 1993) 4.98% 3.77% <br /> <br />The above includes wages, benefits, and related personnel costs as a percentage of the prior year <br />costs for existing incumbents. Wages only are as follows: <br /> 1992 1993 <br />AFSCME (for approval) 4.28% 3.82% <br />Exempt (for discussion for 1993) 4.45% 3.91% <br />LELS (for discussion for 1993) 4.55% 3.70% <br /> <br />For LELS the above includes the ratified 1992 contract and the 1993 contract if we used the 3.7% <br />table as is proposed for AFSCME and Exempt. This would be a radical departure from the format <br />used to negotiate metro area police contracts (but them AFSCME has not seen this format prior to <br />t992). Without use of the 3.7% table, the LELS contract would undoubtedly experience a <br />different cost.
