Thc purpose of this study is to determine the feasibility and associated costs for the bituminous <br />paving of a frontage road servicing the east side of Ramsey Boulevard from 149th Avenue N.W. <br />to a point approximately 360 feet north. This improvement will benefit two properties, including <br />the parcel on which the existing Tom Thumb store is located and the parcel immediately adjacent to <br />the north which is currently undeveloped and owned by J & R Pizza of Wayzata, Minnesota. The <br />two parcels are 22-32-25-33-0016 and 22-32-25-33-0017, respectively. <br /> <br />DESCRIPTION OF EXISTING CONDITIONS <br /> <br />At the present time, the southernmost 100 feet of the subject roadway has a paved bituminous <br />surface. The existing street pavement is contiguous with the bituminous paving located on the <br />Tom Thumb property. The remaining 280 feet of the existing roadway is a gravel surface which <br />varies from 35 to 50 feet in width. There is a well defined drainage ditch along the east side of <br />County Road #56 which flows to the south. Drainage from the gravel and bituminous area flows <br />to this ditch system relatively well, although some ponding occurs in front of the propane tank on <br />the Tom Thumb property near the western edge of the existing bituminous. <br /> <br />DESCRIPTION OF IMPROVEMENTS <br /> <br />This project proposes to extend bituminous paving from the point it currently terminates for a <br />distance of 280 feet, terminating at the existing northern access onto County Road #56. The <br />pavement will be placed 30 feet wide and two inches thick over a base of four inches of Class V. <br />Any existing Class V will be salvaged to increase the base thickness. The newly placed pavement <br />will be provided with a bituminous curb to strengthen the pavement edge and assist in containing <br />traffic. The existing gravel roadway shall be regraded such that the new pavement will match the <br />existing bituminous of the Tom Thumb project. Existing bituminous shall be neatly cut where <br />matching the newly placed bituminous. A Iow point in the pavement will be created approximately <br />40 feet north of the concrete fuel pump pad and drainage will be diverted westward into the county <br />road ditchline by creating a sodded drainage swale.
