INSPECTION REPORT- CONDITIONAL USE PERMIT COMPLIANCE <br />DANNY'S ALUMINUM PROCESSING, INC. <br />14050 BASALT ST. N.W. <br /> December I, 1992 <br /> <br />Persons Present: <br /> <br />Dan Karst, .Ir., owner, Danny's Aluminum Processing <br />Sylvia Frolik, Zoning Administrator, City of Rmmsey <br />Dan Bra)', Code Enforcement, City of Ramsey <br /> <br />With one exception, the terms of the conditional use permit for Danny's Aluminum Processing, <br />Inc. apply to Lot 1, Block 4, Gateway North Industrial Park. One term in the conditional use <br />permit applies to Lots 2 and 3 of Block 4. The following report will apply to activity on Lot 1. <br />Activity on Lots 2, 3 and ,4, as it relates to this conditional use permit or the zoning regulations, <br />will be addmss~ at the end of this report. <br /> <br />Afterburners were to have been installed on each melt furnace no later than March 15, <br />1991. <br /> <br />Them are two melt furnaces. The first afterburner was installed in the Fall of 1991. Under <br />the baghouse operation, the facility was determined by MPCA to be exempt from requiring <br />an Air Quality Permit. Each time there is a change in equipment, a new application has to <br />be made to MPCA to determine if the facility is still exempt from requiring an Air Quality <br />Permit. The second afterburner cannot be installed until M_PCA has approved the first <br />afterburner. Mr. Karst made application to MPCA to review the afterburner installation. <br />He claims he had verbal approval for the afterburner and following that when he called to <br />!nquim as to where the written response was, he was informed that them was a changeover <br />m staff and the paperwork was misplaced. Mr. Karst mapplied and it was determined that <br />the submittal was incomplete. Mr. Karst hired a differet firm to redo his application; he <br />received that report the week of November 30 from his consultant; he will review the <br />application, sign it and forward it to MPCA. <br /> <br />2. Disassembly of en~nes and transmissions is prohibited. <br /> <br />The disassembly of engines and transmissions is being conducted on 'the site within the <br />building. The collection of waste oil does not require any permits but does require a <br />management plan subject to Anoka County's approval; Mr. Karst has that. The use of <br />solvents for cleaning parts does require a Hazardous Waste Generators License from <br />Anoka County, which Mr. Karst has. <br /> <br />Disassembly of feedstock is permitted only within opaquely screened areas or within <br />building. <br /> <br />The disassembly of feedstock is being conducted within the building and in the yard. The <br />screening of the yard operations is supposed to be screened by a 4 foot landscaped berm <br />topped with chain link fence and evergreens. The ever~o'reens are dying rather than <br />flourishing and the effectiveness of the s~eening that was installed is diminishing. <br /> <br />Storage of materials which are used in or result from the processing operation is permitted <br />on site providing that the stockpiles are properly contained and screened from adjoining <br />properties and city streets. <br /> <br />The st~kpiles of separated matehals appeared to be reduced in height from what I viewed <br />on the property in May of 1992. However, as stated in Item #3 above, the row of <br />ever~eens that were planted to provide screening from the street are dying and the <br /> <br /> <br />
