INSPECTION REPORT - CONDITIONAL USE PERMIT COMPLIANCE <br />DANNY'S ALUMINUM PROCESSING, INC. <br />lz1050 BASALT ST. N.W. <br /> December 30, 1992 <br /> <br />Persons Present: Sylvia Frolik, Zoning Administrator, City. of Rarnsey <br /> <br />With one exception, the terms of the conditional use permit for Danny's Aluminum Processing, <br />Inc. apply to Lot 1, Block 4, Gateway North Industrial Park. One term in the conditional use <br />permit applies to Lots 2 and 3 of Block 4. The following repor~ will apply to activity on Lot 1. <br />Activity on Lots 2, 3 and 4, as it relates to this conditional use permit or the zoning regulations, <br />will be addressed at the end of this report. <br /> <br />Afterburners were to have been installed on each melt furnace no later than March 15, <br />1991. <br /> <br />Both of the afterburners are installed, however only one is operational. Until MPCA <br />completes their review and approves of the first afterburner, the second afterburner cannot <br />be put into operation. The status is that one furnace runs on the afterburner and the other <br />furnaces runs on the baghouse until the second afterburner is approved. <br /> <br />2. Disassembly of engines and transmissions is prohibited. <br /> <br />The disassembly of engines and transmissions is still being conducted on the site within the <br />building. Mr. Karst indicated that he has notified the workers in that depzu m~ent that the), <br />will be laid off from employment on January. 5 until this matter is resolved. <br /> <br />Disassembly of feedstock is permitted only within opaquely screened areas or within <br />building. <br /> <br />On the 12/1/92 inspection, it was noted that the screening that was installed (4 foot berm <br />topped with chain link fence and trees) was diminishing and losing its effectivit3,. Since <br />that date, the chain link fence has been repaired and plastic coated aluminum strips have <br />been woven through the fence to reduce the visibility of yard operations. Replacing dy/rig <br />trees is not reasonable this time of year. Mr. Karst notes that the aluminum strips woven <br />through the fence are intended as a temporary measure until he gets more positive d/recfion <br />from the CID,. <br /> <br />Storage of materials which are used in or result from the processing operation is permitted <br />on site providdng that the stockpiles are properly contained and screened from adjoining <br />properties and city streets. <br /> <br />The stockpiles continue to be at a reduced height and improvements have been made to the <br />containment and screening as explained in Item 3 above. There were some miscellaneous <br />items relating to the business being stored outside the fenced and screened yard along the <br />building front: Mr. Karst stated that these items would relocated to a screened area. <br /> <br />All materials with oil residue shall be stored within leakproof containers to minimize <br />potential stormwater runoff contamination. <br /> <br />At my request, Anoka County Environmental Sen, ices inspected Danny's Alurrfinum. Mx, <br />report on the Janua.D, 6, 1993 inspection will include Anoka County's comments. <br /> <br /> <br />
