14. <br /> <br />15. <br /> <br />16. <br /> <br />17. <br /> <br />18. <br /> <br />19.. <br /> <br />Drivers fill out Vehicle Inspection Reports daily to satisfy Mn/DOT regulations. All <br />tractors and trailers have to pass an annual rigorous inspection by the State in order to be <br />licensed. All vehicles and equipment are inspected daily and monthly, by the employees as <br />part of the AWARE pro[.,ram for OSHA. <br /> <br />The permil holder agrees to screen the aluminum processing facility from any' public street <br />to a 90% opacity. <br /> <br />As mentioned earlier, the fencing and screening was deteriorating. The fence has been <br />repaired and plastic coated strips have been woven through the chain link fence to increase <br />opacity. <br /> <br />Off street parking shall be provided such that there is at least one par'king space for each <br />employee on the maximum working shift plus 3 spaces for visitor parking. <br /> <br />Pave off-street parking is provided. <br /> <br />All storage areas, parking areas and driveways shall be surfaced with blacktop or concrete. <br /> <br />There is a concrete surface on the site. <br /> <br />Surface and ground waters originating outside and passing through or adjacent to the site <br />and runoff water discharged from the site shall, at its point of departure from the site, meet <br />all applicable federal and state water quality standards. <br /> <br />I do not have the qualifications to address this term. I would also seek the advice of Anoka <br />County on this issue. <br /> <br />Furnace Emissions shall be monitored at least once per year or more frequently if pollutants <br />are in excess of standards. <br /> <br />The City received emissions test results for tests performed December 20 and 27, 1990 and <br />July 17, 1992. Emissions test was not provided in 1991. <br /> <br />The emission of smoke, odor, and dust/ash particulates shall be in compliance with MPCA <br />standards. <br /> <br />MPCA inspected Danny's Aluminum on December 11, 1992. The,,,, declined my request <br />for a written report and their verbal report was that there are no violations to report at <br />Danny's Aluminum. <br /> <br />The status of Lots 2 and 3, as they, relate t6 Item #14 of the conditional use permit, is that the time <br />frame for screened outside storage has expired and the use of those lots must be in compliance w/th <br />the Industrial District regulations. In the Industrial District, a conditional use permit is required to <br />use property principally for outside storage. Mr. Karst.does not have a conditional use permit for <br />outside storage and therefore the lots must be cleared or a building constructed to provide indoor <br />storage. (As you may recall, Council took no action on Mr. Karst's site plan for a building this <br />past Fall because in addition to providing indoor storage area, the building would also include <br />space for disassembly of engines and transmissions and that request was denied). On my <br />inspection of December 30, 1992 it was obvious that efforts are being made to eliminate outside <br />storage from Lots 2 and 3 and at a minimum, provide for additional screening of what remains on <br />the property. <br /> <br />5'.5 <br /> <br /> <br />
