CASE # tq

REQUEST AVTHORIZA TION FOR ANNUAL PET CLINIC
B~': R~'an R. Schroeder. Cit~ Administrator

Background:

E.ach spring, the City of Ramse~' holds a pet clImc whereby residents may bnng their Gogs
and cats in for rabIes shots. ETC. at a reduced rate, in the past the CIty has requested bids
from the Rum River Vell:rinarv Climc and the AMVET - Elk River Anunal HOSPItal. As of
1993, Ramsey Animal HospItal opened up in the City of Ramsey; rherefore, Staff will
solicit a bid from them also.

It has been suggested the clinic be held on Saturday. May 1. 1993 which is the same day as
the Environmental Expo and the Tree Sale.

The only direct cost the Ciry incurs with regard to rhe per clinic is the publication cost of
advertising for bids which is approximately $36.00.

Observation:

The following ideas/concerns have come up since 'the lasr per clinic:

1) Should the hours of operation of the clinic be extended? The hours in rhe past have
been 8:00 a.m. to 12:00 noon.

.2) Lines too long: Should two pet clinics be scheduled with the idea that persons with
the lasr name beginning with A through K come to the fIrst clinic and L through Z
come to the second clinic. Would it then be on separate days or jusr separate urnes
(e.g. morning and afternoon J. - OR - maybe it's possible to have more lines
administering rhe shots. et2.

3 ') Concerns for children: Residents have exnressed a concern aboUl the clinic bein!:
held at Central Park because of the presence of excess dog feces where children ar;
playing. Staff suggested possibly a "clean-up" person be present during the clinic.

41 Volunteers: Council musr determine if City employees working the clinic will be on
a strictlv volunteer basis (meanin!! no pavor comnensation) or would it be for
srrai!!ht orne meanin!! if the emnlO\;-'ee plans to work four hours at the clinic. he/she
must take four hours-off during' the work week or some other way.

Council Action:

MOilOr. to aumor..ze City Staff to s~heduie the Pet Clinic fo; 1vlay 1. 1993 Irom _Lill.
10 _ p.rr..

- anG -

Mallon to authorize Staff to proceeci with oians for the annual Pet Clinic which would
iodude soli~iting bids. advertising:. et:. -

- anc -

Address a[ concerns lisred above.

Reviewed by:

Copies also distributed w:

Ci ty Adminisrrato::-

Personnel Coordinato::-
Finance Officer

CC: 01/26193

~o"
