11/13/90 Council received no petition in favor of the project either as a through street <br /> or cul-de-sac and voted to table the project. <br /> <br />Observations: <br /> <br />From the chronology you will note that in the spring of 1990, the paving of Bison Street <br />N.W. north of 171st Avenue N.W. had proceeded to the point where the project had been <br />ordered and bids were being sought. This project was halted in order to consider an <br />expanded project involving the area south of 171st Avenue N.W. <br /> <br />I believe it is in the City's best interest to encourage as much of the street to be paved as is <br />possible. For this reason, I believe it is prudent that these projects be considered separately <br />as this will enable the northern project to proceed without falling victim to the controversy <br />surrounding the southern project, as happened previously. <br /> <br />The controversy over the southern project included a number of elements including cost. <br />However, a primary issue has been over whether this roadway segment should remain a <br />cul-de-sac or whether it should extend into Trott Brook Ridge as a through street. As noted <br />in the chronology, the Council last voted in May, 1990 to pursue the project as a cul-de- <br />sac; however, a petition by neighborhood residents to reconsider that decision was <br />subsequently presented, and the last public hearing conducted was as a feasibility study <br />which contained both options. This is an issue which must be decided if the southern <br />project is to proceed. <br /> <br />As a result of comments at tonight's public hearing, Council should decide if the feasibility <br />study should be accepted as presented or modified. If the Council decides to direct <br />significant changes to the feasibility study, it may consider adding a second public hearing <br />as the feasibility study will become the basis for constructing and financing the <br />improvements. All parties should have a clear understanding of how the proposed project <br />will impact them. <br /> <br />Citizens should be advised that they have 60 days from the date of the final public hearing <br />to present a petition opposing the improvement.
