That on April 25, 1989, a conditional use permit was issued by the City of Ramsey to the Applicant for an aluminum processing facility on Lot 1, Block 4, Gateway North Industrial Park Plat #2 that prohibited the disassembly of engines and transmissions on the site. That on November t3, 1990, an amended conditional use permit was issued by the City of Ramsey to the Applicant to expand capacity at the subject facility by allowing the addition of a second melt furnace to the operation, which also prohibited the disassembly of engines and transmissions on the site. 23. That in 199I, the City of Ramsey issued a conditional use permit to a similar facility, Alloy Recover>., Company, which included the disassembly of engines and transmissions within the building on the site. 24. That the Applicant has provided Anoka Count), Environmental Services with the required information for handling waste oil derived from the disassembly of engines and transmissions. 25. That the Applicant has been issued a Hazardous Waste Generators License by Anoka Count>, Environmental Services relating to the solvents that are used in the disassembly of engines and transmissions and the collection of oils. 26. That the proposed use will not substantially adversely impair the use, enjoyment or market value of an), surrounding property. 27. That the proposed use will not create excessive additional requirements at public cost for public facilities and services. 28. That the proposed use will involve uses, activities, processes, materials and equipment and conditions of operation that will be detrimental to persons, property or the general welfare by reason of excessive production of smoke, fumes or odor. 29. That the proposed use will not involve uses, activities, processes, materials and equipment and conditions of operation that will be detrimental to persons, property or the general welfare by reason of excessive production of glare, noise or traffic. 30. That the proposed use ill not be unduly dangerous or otherwise detrimental to persons residing or working in the vicinity or to the public welfare. 31. That the proposed use will be consistent with the intent and purposes of Chapter 9.03.04 (Conditional Use Permits) of the Ramsey City Code.
