Councilmcrnber Pcterson introduced the following resolution and moved for its ~opuon: <br /> <br />RESOLUTION <br /> <br />RESOLUTION ADOPTING FINDINGS OF FACT TO AMEND BUSINESS AND <br />RESIDENTIAL ZONING BOUNDARIES IN FAYE ADDITION <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as foliows: <br /> <br />1) <br /> <br />That Faye Construction, hereinafter referred to as "Applicant", has properly applied for a <br />rczoning to realign the boundaries of the Residential and Business zones within the plat of <br />Faye Addition. <br /> <br />2) <br /> <br />That the Planning and Zoning Commission conducted ,~ public hearing pursuant to Section <br />9.03.03 of the City Code on March 5, 1991 and that said public hearing was properly <br />advertised and thru the minutes of said public hearing arc hereby incorporated by reference. <br /> <br />3) <br /> <br />That the amended zoning boundaries for the R-1 Residential and B-3/B-1 business DisPels <br />within the plat of t::ayc Add/don arc proposed as follows: <br /> <br />B-3fB-1 - All of land within F:aye Add/don northerly of a line commencing <br />on the west boundary of the Addition at the south line of Lot 1, Block 5 and <br />extending easterly along that tine and the south line of Lot l, Block 2 and <br />Lot 1, Block ,~ to the intersection with thc cast boundary of the l=aye <br />Addition. <br /> <br />R-I Residential - All of the land w/thin t:aye Addition southerly of the B- <br />3/B-1 Dis~ct boundm3, desm-ib~ above. <br /> <br />4) Teat the tot. al ar~ of Paye Addition is 103 am'es. .-' <br /> <br />5) <br /> <br />That the subject plat is bounded on the north by t--I/ghway ~.10, on the south by the <br />M./ssissippi Privet, on the east by B-3 Business and R-] Urban Residential zones, and on <br />r, he west by A.no '1~ CounD' Park proper0,. <br /> <br />6) <br /> <br />That the Applicant is proposing to develop Faye Addition w/th a combination of single <br />family homes and commercial development that wiE be served by sanirm'y sewer and <br />muni~pal water. <br /> <br />7) <br /> <br />8) <br /> <br />9) <br /> <br />That the subject property is lo~.ated within the CiD,'s Urban Area bu: a portion of the <br />su~"t property is io~ated outside the 1990 Urban Am~. <br /> <br />That on January 26, 1989, the CiB, of R~msey subm/ued a formal application to the <br />Metropolitan Council for a Comprehensive Plan ~menfiment for a MUSA boundm"y <br />expansion, Phase II of which would fm::ilimte.developing the entire property 'known as <br />Paye Addition/n accordan~ with urban sm.ndm"ds. "'. <br /> <br />Teat on July 13, !989, the CiD, of Ramsey received Me¢opolimn Council approval of a <br />Comprehensive Plan Amendment to expand the M'USA boundary, with Phase II of the <br />expansion being contingent upon submittal of additional documents.
