The preliminary plat has been forwarded to MnDOT, but it is assumed that their comments will not <br />change significantly from their review letter of 1991 since the street layout is basically the same as <br />it was then. Again, City Staff recommends elimination of 143rd Avenue N.W. and this is also <br />Mn/DOT's preference. It is City Staff's opinion that sufficient access is provided to the <br />commercial lots via 142nd Avenue and 144th Avenue. The recommendation of the Planning and <br />Zoning Commission is to allow for 143rd Avenue, but only after the realignment of T.H. #47 <br />provides for safe and adequate sight distances. <br /> <br />In accordance with Staf?s recommendation, 144th Avenue has been platted to align with the future <br />centerline of C.S.A.H. #5. <br /> <br />Recommendation: <br /> <br />City Staff recommends preliminary plat approval contingent upon compliance with City Staff <br />review letter which includes an 80 foot fight-of-way for Xkimo Street and elimination of 143rd <br />Avenue. Planning and Zoning recommends preliminary plat approval contingent upon compliance <br />with City Staff review letter except that Xkimo be constructed with a 66 foot fight-of-way and the <br />eventual construction of 143rd Avenue. <br /> <br />Normally, approval of the preliminary plat provides the developer with the signal to continue <br />efforts to proceed to final plat. The majority of the City's urban sewer and water subdivisions <br />have been financed by the City with the developer posting 15 to 20 percent of the development <br />costs and reimbursing the City through special assessments over a period of five years or when a <br />lot is sold. <br /> <br />The City Council has the authority to determine City participation in the cost of public <br />improvements on a case by case basis. Based on the current inventory of vacant sewer and water <br />lots, it is Staffs recommendation that the City cease financing subdivisions until such time as the <br />number of available lots decreases and the City has recovered more of its outstanding investment in <br />improvements for existing subdivisions. <br /> <br />The Council's decision on whether the City will participate in the financing of this development <br />may affect the Developer's decision to proceed further in the process.
