No use that <br />discharges large quantities of domestic sewage shall be permitted on a property which is <br />not served by sanitary sewer or municipal water unless it can be demonstrated to the <br />satisfaction of the City that there will be an adequate amount of soil absorption area or soil <br />treatment area. <br /> <br />Subd. 3.
