Counciknember <br /> <br />introduced the following resolution and moved for its adoption: <br /> <br />RESOLUTION ~93-02- <br /> <br />RESOLUTION SUPPORTING LEGISLATION THAT GRANTS <br />MUNICIPALITIES GREATER AUTHORITY TO REGULATE FIREARMS <br /> <br />TO <br /> <br /> WHEREAS, in 1985 the Minnesota State Legislature preempted the authority of cities <br />and other political subdivisions in this state to regulate firearms, except for the discharge of <br />firearms; and <br /> <br /> WHEREAS, the preemption statute severely restricts the ability of cities to protect the <br />safety of their citizens; and <br /> <br /> WHEREAS, the City of Minneapolis has enacted ordinances that regulate the possession <br />in public of loaded firearrns and firearms that can be readily loaded, as well as the sale, transfer, <br />possession, and display of assault weapons; and <br /> <br /> WHEREAS, the City of Minneapolis supports legislative efforts to amend the state <br />preemption statute to authorize cities and other political subdivisions to enact and enforce these and <br />similar ordinances; and <br /> <br /> WHEREAS, crime rates and the number of weapons and related offenses committed in <br />cities in the North Metro Area have increased in recent years; and <br /> <br /> WHEREAS, cities in the North Metro Area wish to more effectively protect the safety of <br />their citizens by enacting and enforcing ordinances regulating firearms. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> <br />1) <br /> <br />That the City of Ramsey supports legislative efforts to amend the state f'n:earms preemption <br />statute to give cities and other political subdivisions in this state broader authority to <br />regulate f'n'earms and thereby to enhance public safety. <br /> <br />2) <br /> <br />That said legislative efforts should be expanded to include the cities of the third and fourth <br />class in the Metropolitan Area. <br /> <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br /> and upon vote being taken thereon, the following voted in favor thereof: <br /> <br />and the following voted against the same: <br /> <br />and the following abstained: <br /> <br />and the following were absent: <br /> <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this <br />the 23rd day of February, 1993. <br /> <br /> <br />
