1993 <br /> <br />ANNUAL STREET MAINTENANCE PROGRAM <br /> By: Steven Jankowski, City Engineer <br /> <br />CASE <br /> <br />Background: <br /> <br />Previous to this case, a public hearing will be held on Project g93-01 through g93-09 <br />which will comprise the 1993 annual street maintenance program. The City performed its <br />first sealcoating work in 1981 and has had an annual program for addressing the routine <br />maintenance needs of its paved streets since 1984. The City has a considerable investment <br />in the 117 miles of paved roadway for which it is responsible. It is estimated the <br />replacement cost for this pavement, excluding curb, gutter, drainage and turf restoration, <br />approaches $10 million. To protect the invesmaent in its bituminous pavement, the City has <br />set a goal to address comprehensive maintenance needs of its pavements in a manner on a <br />five to seven year interval. <br /> <br />Initially the City's program consisted entirely of sealcoating streets. With the advancing <br />age of the City's pavements, the scope of this work has been expanded to include crack <br />sealing and minor patching prior to sealcoating. In addition, pavements with weaker <br />subsoils and advanced age have needed to be overlayed; a more expensive maintenance <br />operation. <br /> <br />The 1993 program will consist both of crack filling and sealcoating 12.54 miles of roadway <br />and overlaying an additional 2.1 miles of City streets. The construction cost is anticipated <br />as follows: <br /> <br />Sealcoating $73,881 <br />Crack sealing $30,043 <br />Overlays $71,321 <br /> <br />The addition of minor preparatory work by the City's Public Works Department and project <br />overhead of 20% brings the total cost for the 1993 program to $216,624. The City has had <br />a policy of assessing 50% of this cost to benefitted parties. The City has also identified <br />individual improvement projects comprising the street program by associating them with <br />individual subdivisions. It is generally felt that individual subdivisions have similar lot <br />sizes and street characteristics. <br /> <br />Council Action: <br /> <br />Following the public hearing, the Council should direct any revisions to the feasibility <br />study it deems necessary as a result of the comments made at the public hearing as the <br />feasibility study will serve as the basis for determining the work to be performed and the <br />method in which costs will be assessed. <br /> <br />Reviewed by: <br /> <br />Copies also distributed to: <br /> <br />City Engineer Finance Officer <br />City Administrator <br /> <br />CC: 02/23/93 <br /> <br /> <br />
