CASE #

REPORT FROM THE NEGOTIATIONS COMMITTEE
By: Ryan Schroeder, City Administrator

Background:

On Tuesday, March 2, 1993, the Negotiations Committee dealt with the 1993 wages and
benefits for Exempt employees for which there is a recommendation brought forward on
the performance appraisal for City Administrator Ryan Schroeder that was tabled at the
request of the City Adminisu-ator pursuant to a future goals work session. The Committee
also dealt with the LELS negotiations and scheduled another meeting for March 24, 1993
at 6:00 p.m.

Attached for your review is the case that went before the Negotiations Committee on wages
and benefits for the Exempt employees. The recommendation made by the Committee is
the table entitled "1993 - 3.7% Exempt using "Mid Market Range". This is the same table
and the same pay program presented in the past for the AFSCME employees with one
exception. In the AFSCME contract there was a minimum guarantee of 2.25%, the
difference between the pay increase shown in the table and the 2.25% would be granted in
a lump sum payment made at the beginning of the year. For the exempt employees, the
Committee is recommending a minimum of 2.25% but that the entire increase be added to
base pay rather than paid in a lump sum. This effects one employee in the exempt group.
The other tables attached are explained within the case memorandum for the Negotiations
Committee with the exception of the table entitled "Example Pay Differential for Existing
Positions". What this shows are two positions currently existing on Staff. The table
shows that in 1991 there was an 18% differential in pay between the two positions and it is
projected that by 1995, using this pay program, that differential will have decreased to
11%. The result being that the goal of decreasing disparity between positions is in fact
being met.

Recommendation:

To adopt the resolution approving the pay plan for 1993 for Exempt employees pursuant to
the above.

Council Action:

Motion to adopt Resolution i~)3-03-__
Personnel.

Setting 1993 Compensation Plan for Exempt

Reviewed by:

Copies also distributed to:

City Administrator

Personnel Coordinator

CC: 03/09/93
