CASE #

LIONS PICNIC
By: Ryan Schroeder, City Administrator

Background:

The Ramsey Lions have applied for a one-day, 3.2 beer license for the Community Picnic
of June 5, 1993. You will recall that the last time this issue was addressed is April 28,
1992, the minutes for which is attached. At that time there was discussion as to whether it
was appropriate to allow non-intoxicating malt liquor at a community function at Central
Park. I've also enclosed, for your review, the ordinances that speak to this issue. Under
conduct in public parks, it notes that consumption of non-intoxicating alcoholic beverages
is permitted only under Code Provision 7.51. Therefore, 7.51 which is the license
provisions for the non-intoxicating malt liquor ordinance is also supplied for your review.

Given these two ordinances, it appears that under City Code it is a permissible activity to
grant a non-intoxicating malt liquor license to the Ramsey Lions for this event. The
discussion held last year was, of course, more directed toward the message sent by
approval of such a license.

Council Action:

Based upon discussion.

q

Reviewed by:

City Administrator

CC: 3/9/93
