CASE # <br /> <br />GRADING AND PAVING IMPROVEMENT OF BISON STREET N.W. <br />IMPROVEMENT PROJECTS g92.20 AND 692.23 <br /> By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />A public hearing of the above project was initiated on February 9, 1993. Public comment <br />on the feasibility study at that meeting resulted in modifications to the study and a <br />continuation of the public hearing on February 23, 1993. At the continued public hearing <br />on February 23, 1993, additional comments were made and the feasibility study was once <br />again directed to be revised in keeping with those comments. A copy of the revised <br />feasibility study, which is included in the agenda material, has been sent to all parties <br />affected by the projects and to other known interested parties. <br /> <br />A summary of the major changes in the feasibility study from the time it was first <br />introduced on February 9, 1993 is as follows: <br /> <br />Bison Street N.W., south of 171st Avenue N.W., is proposed to end as a cul-de- <br />sac. The right-of-way for a through street will be purchased as a part of <br />Improvement Project g02-23 but will not be installed until the present landowners <br />terminate residency. <br /> <br />171st Avenue N.W., west of Golden Eagle Estates, would be closed to through <br />vehicular traffic but would remain open to pedestrian traffic. The combination of <br />this street closing and the cul-de-sac treatment of Bison Street N.W. will result in a <br />half-mile long dead end with 24 potential residents having single access until such <br />time as Bison Street N.W. would be completed as a through street. <br /> <br />The northern project, g02-20, has been modified to anticipate a reported lot <br />combination of two properties initially identified as both being benefitted. This <br />modification has resulted in an increase of the estimated per share project cost to the <br />norther project of $836. <br /> <br />Following comments, the Council should again direct any changes it feels necessary in the <br />content of the feasibility study as this will be the basis for constructing the project <br />knprovements and allocating final costs. <br /> <br />Council Action: <br /> <br />Motion to accept revised feasibility study or direct modifications. <br /> <br />Reviewed by: <br /> <br />Copies also distributed to: <br /> <br />City Engineer <br /> <br />City Administrator <br />Finance Officer <br /> <br />CC: 03/09/93 <br /> <br />/ <br /> <br /> <br />
