53. On-site lnst~cction. The City reserves the right to inspect thc site for thc purposes of examining and copying non-privileged records; conducting inspections, surveys, invcsfigauon~, mc~mring or samplmK, and obtaining necessary information pertaining to the construction, operation and environmental effect of the aluminum processing facility. Inspections shill be conducted during normal business hours except in the event of an emergency. Thc performance of this operation shall be reviewed by the City Council to identify problem re'cas, concerns, and to evaluate whether conditions of this CUP need to be. modified or procedural changes made.
