Absent: Board Members Brauer and Shepherd. <br /> <br />Case #2 <br /> <br />Request for a Variance to Plat and Develop Property that does not Meet <br />Minimum Requirements for Street Frontage on a Public Road; Case of Eliot <br />Schaeffer <br /> <br />Presentation <br /> <br />Community Development Director Frolik advised the property in question is located at 6200 <br />Green Valley Road. She stated the property is located in the R-1 Rural Developing Residential <br />District and is approximately 21.5 acres in size. The Sehaeffers currently reside on the property <br />and are proposing to subdivide it to create a second lot on the south side of Trott Brook for their <br />new home. Community Development Director Frolik explained Ramsey City Code states that all <br />lots in a plat shall meet the minimum street frontage requirement on a public road for the <br />respective zoning district. The minimum street frontage in the R-1 Rural Developing area is 200 <br />feet. <br /> <br />Community Development Director Frolik indicated the existing homestead on the north side of <br />Trott Brook has 198.4 feet of frontage on Green Valley Road, which is a 1.6 foot deviation from <br />City Code. She stated this is an existing lawful non-conforming situation. The new buildable lot <br />is proposed to receive public access from the westerly terminus of 174th Avenue. She stated <br />therefore, the new lot technically has 66 feet of frontage on a public road, which is a 134 foot <br />deviation from City Code. She indicated the Schaeffers would prefer not to construct 200 feet of <br />linear road or a cul-de-sac to meet the public road frontage requirement for one buildable lot. <br />She noted they have agreed that any further re-subdivision will be in accordance with City Code <br /> <br />Board of Adjustment/March 11, 2004 <br /> Page 2 of 4 <br /> <br /> <br />
