Community Development Director Frolik stated they feel the changes are necessary. She <br />indicated there was no way to take into consideration all the townhome styles when they were <br />first drafting the requirements; there are too many variables. <br /> <br />Commissioner Van Scoy indicated he has a real hard time with driveways less than 25 feet. He <br />stated he knows they are talking about having flexibility, but a private or public street will have <br />vehicles right to the edge, which will obstruct the view. He asked why they do not make the <br />setback 25 feet rather than reduce the driveway to 20 feet. <br /> <br />Community Development Director Frolik indicated the only instance where the driveway may be <br />20 feet is with a rear loading garage, which is only meant for access by the owner. She stated <br />there would be visitor parking in front, and the garage would be off an alleyway, not a main <br />public street. She indicated if a driveway is meant to accommodate guest parking, it would be 25 <br />feet. <br /> <br />Commissioner Van Scoy indicated driveways are meant to accommodate a vehicle, whether <br />guests or the owners. He stated if there is going to be a vehicle parked in the driveway it needs to <br />be safe. <br /> <br />Commissioner Johnson noted he has seen garages in the southern part of the state accessing <br />directly onto the street. In this case the driveway is meant to be an entrance to the garage, not a <br />place to park a vehicle. <br /> <br />Chairperson Nixt indicated Commissioner Van Scoy's point is 20 feet is too short no matter <br />where they are, and while he is respectful of that opinion, he believes they have mitigated the risk <br />by dictating where that size driveway can be utilized. <br /> <br />Commissioner Jeffrey noted when Community Development Director Frolik read the changes <br />she indicated from nearest edge of sidewalk, but the wording actually says from sidewalk. <br /> <br />Community Development Director Frolik agreed she inserted those words for clarification, and <br />maybe the wording needs to be slightly changed. After discussion with the engineer, it was <br />agreed the wording should be changed to say 'edge of right-of-way' rather than 'edge of <br />sidewalk'. <br /> <br />Adjourn <br /> <br />Motion by Chairperson Nixt, seconded by Commissioner Johnson to close the public hearing at <br />7:50 p.m. <br /> <br />Motion carried. Voting Yes: Chairperson Nixt, Commissioners Johnson, Brauer, Jeffrey, Van <br />Scoy and Watson. Voting No: None.
