Staff has completed the review and this memo presents the <br />results of the study. <br /> <br />Park Description <br /> <br />RTC is provided estimates for four (4) signature parks in their February 19, 2004 proposal, <br />The parks are North, South, Town Center East and Town Center west. Each park has <br />unique features and amenities proposed. <br /> <br />North Park is in the northern part of the site which has the most topographic relief. Features <br />proposed include a sliding hill, swim pond, tot lot and picnic green. The park will have <br />parking, a building with restrooms and a pavilion. <br /> <br />South Park is in the east central part of the site and close to the proposed retail area. The <br />park will have a baseball/softball/soccer field, picnic area. A building and paved parking lots <br />are also planned. Overflow parking for special events will be .provided by incorporating <br />Netlon into green areas. Netlon allows for parking on the grass with out harming the sod. <br /> <br />.West and East parks are built around stormwater treatment ponds and will incorporate paths, <br />overlooks, trails and open areas. A rose garden and perennial plantings are proposed for <br />West park while a small amphitheater, a pavilion and a wetland education area are planned <br />for the East Park. <br /> <br />The Proposal and Analysis <br /> <br />The proposal had itemized estimates for completing each park and listed what the <br />contribution of the RTC LLP would be for each park. The total improvements are estimated <br />at $5.83 million with the contribution from RTC LLP set at $4.22 Million in addition to the land <br />for the parks. Staff has identified and listed the major elements that are and are not included <br />in the RTC ~unded elements. The listing also includes the park commission ranking of the <br />amenity based on the October 2003 meeting with RTC representatives. <br /> <br /> <br />
