At the time of sketch plan review, it was noted that it would be highly desireable to loop the <br />water distribution system servicing the development to the south along Count), Road #5 to <br />thc existing 12 inch pipe at Sunfish Lake Blvd. N.W. In accordance with Staffs <br />recommendation, a park has been dedicated between Lot I, Block 1, and Lot 5, Block 2, to <br />accommodate this loop of utilities. That wa)', a trail could also be constructed between <br />Lots 1 and 5 to provide pedestrian access from thc cul-de-sac to County Road #5. The trail <br />has been aligned as closely as possible with the right-of-way for 148th Lane on the west <br />side of Count3' Road//5. <br /> <br />o <br /> <br />P_r. lt.i.g.g.g~ The drainage and grading plan prepared by Jeff Caine, RLS, and dated <br />1/_2/93 is generally acceptable. However, provisions should be made to accept drainage <br />from the County Road #5 ditch from the area to the north into the newly created wetland. <br />Also, the proposed 12 inch outlfow pipe from the wetland to the closed conduit storm <br />sewer in 148th Lane N.W. should be increased to a 15 inch for maintenance purposes. <br /> <br />Wetland Mi[igation: The preliminary plat also includes a Wetland Mitigation Plan <br />which delineates the extent of the existing wetland and proposes a wetland mitigation and <br />replacement plan. This Wetland Mitigation Plan has been forwarded to the Lower Rum <br />River Water Management Organization for their review. <br /> <br />park Dedication: Based on City Code, the amount of park dedication due on a <br />resubdivision is based on the current requirement per unit for the new lots created, which in <br />this case would be 3 new lots x $620.00 each or $1,860.00. The park dedication for the <br />original 4 lots in Ramsey Commons and the 2 lots in Sunny Ponds has been previously <br />satisfied. The plat was reviewed by the Park Commission and it was suggested that park <br />dedication also include dedication of a 35 foot wide strip of park land between Lot 1, Block <br />1, and Lot 5, BLock 2, for trail purposes and consmaction of an 8 foot wide bituminous <br />path within that park. (This 35 foot wide strip of park land would also accommodate the <br />installation of utilities.) The prelim/nary plat indicates that the developer has proposed a 25 <br />foot wide strip of land. This is not sufficient and Staff's comments in item #2 of this letter <br />ma), help to correct this situation. As a correction to the review letter at the sketch plan <br />stage, the value of this land dedication and constructed improvement is not eli~ble to be <br />credited towards the $1,860.00 due because the biturninous path is not identified in the <br />City's Trail Corridor Plan and is considered a connecting link. <br /> <br />The Rarmey Planning and Zoning Commission will be meeting at 7:30 p.m. on Tuesday, March 2, <br />1993 to consider your request for preliminary plat approval of Ramsey Commons 2nd Addition. tt <br />is important that you, or your representative, be present to answer any questions that may arise. <br />Thank you for your cooperation. <br /> <br />Respectfully, <br /> <br />CITY OF RA2~SEY <br /> <br />Sylvia Frolik <br />Zoning Administrator <br /> <br />Steven Jar~owski <br />City Engineer <br /> <br />Jeff Caine, RLS <br /> <br /> <br />
