(b) <br /> <br />Provide T.H. #47 access as proposed on preliminary plat. This option <br />has been endorsed by the Planning Commission. It eliminates potential negative <br />impacts described above associated with the future development of Sunfish Lake <br />Drive and the Kamis property east of T.H. #47. It also is projected to reduce traffic <br />on Waco Street by approximately 170 vehicles per day as some properties in <br />River's Bend, particularly on Xkimo Street, would use the new access onto T.H. <br />#47. <br /> <br />(c) <br /> <br />Provide T.H. #47 access on the extension of 147th Lane. This option <br />is preferred by Mn/DOT over Alternative (b). Positive and negative impacts on its <br />relationship with the future extension of Sunfish Lake Drive have been addressed <br />above. This alternative would reduce traffic on the southern end of Waco Drive by <br />an additional 200 vehicles per day over Alternative (b), since Waco Street north of <br />147th Lane would likely use this access. However, a substantial area north of <br />147th Lane would likely utilize the northern portion of Waco Drive and 147th to <br />gain access to T.H. #47. This traffic increase could likely exceed residential street <br />volumes for which these streets were designed. <br /> <br />Recommendation: <br /> <br />With regard to the T.H. #47 access issue, it is Staff's recommendation that the preliminary plat be <br />approved utilizing Alternative (b) as it: Provides the best long term transportation solution. <br />However, the Council may wish to consider delaying the installation of this street until such time <br />as Sunfish Lake Drive is ready to be connected to T.H. #47 if the interim traffic impacts on Waco <br />Street are deemed to be tolerable.
