CASE # 5 <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF <br /> RAMSEY MEADOWS 2ND ADDITION; <br /> CASE OF GILBERT MENKVELD <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />The preliminary plat approved on May 26, 1992 for Ramsey Meadows consisted of 29.5 acres to <br />be subdivided into approximately 29 single family lots. At this time, Mr. Menkveld is proposing <br />to final plat the second phase of Ramsey Meadows which consists of 14 lots. <br /> <br />Observations: ~- F-t .... .,, t <br /> <br />All of the lots in this second phase of Ramsey Meadows meet the minimum lot dimension <br />requirements and do contain at least 10,800 square feet of area above ordinary high water. <br /> <br />As you ma), recall, the preliminary plat approval was contingent upon resolving DNR concerns <br />with impacts to the wetland associated with constructing 150th Avenue N.W. as a through street. <br />As a result of DNR opposition to constructing a through street in the wetlands, the lots in this <br />second phase of Ramsey Meadows are being served by two cul-de-sacs versus a through street. <br />The cul-de-sacs do not exceed the maximum length estal31ished by City Code. <br /> <br />In accordance with the recommendation of the Park and Recreation Commission at the time of <br />preliminary plat review, park dedication will be satisfied with a cash payment. However, Staff has <br />identified a need for a pedestrian/bike path connector between Blocks 1 and 2 to make effective use <br />of the trail between 150th and 149th Lane. The de{,eloper has provided a 20 foot wide park <br />corridor for this purpose and will be obligated to construct an 8 foot wide bituminous path. The <br />development of this connector path is of no use without a similar commitment from the property <br />owner to the south.
