CASE # OUTLOT "A", RIVER'S BEND ADDITION By: Ryan Schroeder, City Administrator and James Gromberg, Project Manager Background: The City of Ramsey acquired Outlot A of River's Bend Addition on January 28, 1993 intended for drainage and utility purposes under Minnesota Statute 282.01, Subd. 1. The City has received a request from the developers of Amber Ridge to sell this property to them for use in the proposed subdivision. The lost drainage and utility easement would be replaced as needed in other areas of the Amber Ridge subdivision. Since the City acquired this outlot for use as a drainage and utility easement under the above Statute, it may be sold by doing the following: 1) Adopt a resolution recovering the reconveying of the property to the State and requesting the State to sell the property to the City for an unspecified public use for the currently appraised value. The property was appraised at $1,200 for 1993 payable tax rolls. 2) This resolution would then be presented to the County Board for action. Commissioner Berg may request that the value be reduced; however, the value should represent the amount at which the City will be selling or conveying the property to the developers of Amber Ridge. 3) The State will be sending the City a clear title to the property for an unspecified public use. 4) The City may then sell the property to the developers as soon as the County approves the change of use. Recommendation: City Staff recommends that the City Council adopt the resolution requesting the purchase of Outlot A of River's Bend Addition (P.I.N. 25-32-25-12-0075) for its appraised value. City Council should also direct City Staff to negotiate the sale of Outlot A to the developers of Amber Ridge at a price not less than the appraised value.
