CASE # APPROVAL OF SHORELAND GRANT AGREEMENT By: Ryan Schroeder, City Administrator Background: At a recent Council meeting, Council authorized submittal of a funding request to the Minnesota Department of Natural Resources in order to complete an update of the shoreland ordinance required by the State of Minnesota prior to September 1, 1994. We have been informed that we have received grant approval which will fund 50% of the actual cost of the project up to $5,000. The balance can include items such as publishing costs, consultant fees, mailing costs, staff training related to the ordinance, costs of comprehensive plan development relating to the ordinance, cost of upgrading the zoning forms relating to the ordinance, staff time and office computerization relating to shoreland management. Therefore, it is expected that if we experience $10,000 in total costs, for instance, of which $5,000 would be grant refundable, all but no more than minimal expenses would be in-kind expenditures. Staff Recommendation: Staff recommendation is that Council authorize entering into this agreement with the Department of Natural Resources pursuant to the attached grant agreement. It would then follow that the request for proposals that we are preparing for land use and transportation planning would be amended to include this project as well. Council Action: Motion to authorize the Mayor and City Administrator to enter into the State of Minnesota Department of Natural Resources Shoreland Grant Agreement.
