INTRODUCTION <br /> <br />The feasibility study for this project was petitioned by the necessary number of property owners, <br />and certification of the petition was passed by the City Council on November 10, 1992. The <br />purpose of this study is to determine the feasibility and associated costs for the extension of <br />municipal sewer and water service to the lots fronting on 150th Lane N.W. and Helium Street <br />N.W. in Pondvale Estates and Pondvale Estates 2nd Addition. In extending service to this area it <br />would coincidentally provide sewer and water service to an additional eight residential lots which <br />are pending final platting within an area approved by the preliminary plat entitled Ramsey <br />Meadows. This project anticipates jointly installing the improvements within the existing <br />subdivision of Pondvale Estates and Pondvale Estates 2nd Addition and the proposed Ramsey <br />Meadows subdivision. Appendix A contains an exhibit illustrating the benefitted area. The <br />improvements anticipated by this project would include sanitary sewer main, watermain, sewer and <br />water services, concrete curb and gutter, bituminous street replacement, storm sewer, turf <br />restoration and street lights. <br /> <br />DESCRIPTION OF EXISTING CONDITIONS <br /> <br />The project area consists of 24 platted lots within Pondvale Estates, Pondvale Estates 2nd Addition <br />and a portion of the preliminary plat of Ramsey Meadows which will contain eight single-family <br />residential lots. The lots within Pondvale Estates and Pondvale Estates 2nd Addition are occupied <br />by eight single-family residential lots which are served by on-site sanitary systems and private <br />wells. The street serving Pondvale Estates and Pondvale Estates 2nd Addition consists of a 30 <br />foot roadway with bituminous berm curb. The Ramsey Meadows subdivision is undeveloped <br />land. <br /> <br />DESCRIPTION OF IMPROVEMENTS <br /> <br />Sewer and water is proposed to be extended to the project area through a 30 foot permanent <br />easement through the Jones property from where it is anticipated to be available as a result of <br />Improvement Project #92-19. A 12 inch watermain will be extended down 150th Lane N.W. to <br />Helium Street N.W. and down Helium Street N.W. to its northern terminus. An eight inch <br />watermain will be routed down 150th Lane N.W. between Helium Street N.W. and Nowthen <br />Boulevard N.W. A six inch watermain will service 150th Lane N.W. cul-de-sac east of the <br />easement through the Jones property. An eight in sanitary sewer main will service the entire <br />project area. Catch basins will be placed on 150th Lane N.W. approximately one to two hundred <br />feet east of the Pondvale eastern boundary and discharge to a sedimentation basin and subsequently <br />into the DNR Protected Wetland #729-W. The drainage from the northern 300 feet of Helium <br />Street N.W. will be handled in a similar fashion to the existing situation, which consists of a <br />bituminous flume to a drainage easement. <br /> <br />The street is intended to be paved with two inches of bituminous pavement over a four inch gravel <br />base for a width of 30 feet between curb towlines. Surmountable concrete curb and gutter will <br />replace the existing bituminous berm curb. Disturbed turfed areas behind the curb will be restored <br />with a minimum of four inches topsoil, fertilizer, seed and mulch. Driveways will be neatly saw- <br />cut and replaced in kind. Six street lights will be installed at intersections and mid-block following <br />construction. <br /> <br />1 <br /> <br /> <br />
