c- ~f~,~ ~'~'~I~)~ -LOWER RUM RIVER MANAO~.~[~NT ORGANIZATION <br />~..~_f--By:-SIEhdra Ashley Helltng, Finance Officer and Steve Jankowski, City Engineer <br /> Background: <br /> <br />The 2/1/93 - 1/31/94 funding request from the Lower Rum River Management Organization was included m the <br />City of Ramsey's 1993 General Fund Budget at an estimated amount of $8,400; however, staff was directed to <br />bring the funding request back to the Committee prior to making any remittance to the organization. At the <br />December 22, 1992 meeting, City Engineer Jankowski presented information on the organization and the formula <br />that is used to determine each City's share of the operating budget. Additional questions were raised at this <br />meeting and staff was directed to schedule another discussion on a future agenda. Specific items raised for this <br />discussion: <br /> <br />1. The City of Ramsey is assessed for 42% of thc funding requirements, but has 25% of the voting power. <br />2. The Organi?ation floes not have a policy to assist in establishing a fund balance for working capital <br /> requirements. <br />3. The LRRWMO annual operaling budget has increased significantly. <br /> <br />For reference, some of the background information presented on De~mber 22 is again included in this case. <br /> <br />Pu _rpose and organization smacture: <br />The LRRWMO was formed in 1985 to protect water quality within the basin, and this is accomplished, in part, by <br />review of development applications from within the cities of Ramsey, Anoka, Andover and Coon Rapids. The <br />governing body of each City appoints one representative to serve as a member of the Organization, and each <br />member has one vote. Currently the City of Anoka's representative is a Councilmember with their City Engineer <br />serving as technical adviser and alternate; Andover is represented by their City Administrator (formerly City <br />Engineer); Coon Rapids' representative is an Assistant to the City Engineer; Ramsey is represented by our City <br />Engineer. <br /> <br />Funding and City Contributiorm: <br />The annual operating budget is developed and approved by the four City representatives and assessed to the <br />member cities based on a formula which consists of 50 percent valuation and 50 pereent gross area of each <br />member community located within the boundaries of the organization.
