BUDGET COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Budget Committee conducted a regular meeting on Tuesday, December 22, <br />1992 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, <br />Minnesota. <br /> <br />Members Present: <br /> <br />Councilmember Kenneth Peterson <br />Councilmember Sheila Beyer <br />Councilmember Glen Hardin <br /> <br />Also Present: <br /> <br />City Administrator Ryan Schroeder <br />Finance Officer Sandra Ashley Helling <br />City Engineer Steven Jankowski <br /> <br />CALL TO ORDER <br /> <br />Councilmember Peterson called the regular Budget Committee meeting to order at 6:05 <br />p.m. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented; however, Case 5 will be discussed <br />first as City Engineer Jankowski has another meeting to attend. <br /> <br />COMMITTEE BUSINESS <br /> <br />Case #5: Lower Rum River Water Management Organization <br /> <br />City Engineer Jankowski stated the purpose of this case is to review the Lower Rum River <br />Water Management Organization (LRRWMO) and, more specifically, the City's <br />contribution. He explained the LRRWMO is funded by Ramsey, Anoka, Andover and <br />Coon Rapids, based on a formula which consists half upon area and half upon total <br />property area within the community. Ramsey has been responsible for roughly 42% of the <br />WMO's annual budget. Mr. Jankowski presented a budget summary to explain the <br />substantial increase in the budget. <br /> <br />City Administrator Schroeder questioned if the budget amounts are at an appropriate level <br />as there is a substantial difference in the proposed budget and the actual amount spent. <br /> <br />Councilmember Hardin expressed a desire to see the By-Laws for the WMO. He <br />suggested that the budget be divided evenly among the four cities since each city has equal <br />voting power. <br /> <br />Mr. Jankowski stated he would voice Council's concerns at the next WMO meeting and <br />have more information available for a subsequent Budget Committee meeting. <br /> <br />Budget Committee/December 22, 1992 <br /> Page 1 of 3 <br /> <br /> <br />
