o <br /> <br />QUALIFYING CRITERIA <br /> <br />Projects which are eligible for Enhancements funds as defined in the I991 <br />Intermodal Surface Transportation Efficiency Act (ISTEA). <br /> <br />The primary activity of the Count.,,' Road #116 alternative transportation corridor will be <br />provision or [aciliiies for pedestrians and bicycles. This project will <br />improve bicyclist-pedestrian safety and encourage effective intermodal transportation. <br /> <br />Acquisition of 900 feet (x35 wide) of shoreland will accomplish scenic <br />preservation and protection fi'om urbanized development of a wetland lake resulting in <br />direct public exposure to this significant natural resource. <br /> <br />Scenic beautification will occur within visibility of the principal roadway areas this <br />alternative transportation corridor parallels. The landscaping will enhance the <br />aesthetics of both the pedestrian/bikeway and the roadway arterials. <br /> <br />Diverse colors, shapes and species of wild flowers, trees and shrubs will enhance the <br />ecological resources of the regional and local parks and the landscape career center <br />loc. areal m Anoka Senior High School. <br /> <br />Project proposers request that the County Road #l 16 Alternative Transportation Corridor <br />be evaluated in both the pedestrian and bicycle facilities and the scenic and environmental <br />groups. <br /> <br />Projects with att assured local (non federal funds) match of at least 20 <br />percent of the estimated total cost of the proposed project. <br /> <br />A local match of 50% in the form of land acquisition and construction costs is assured <br />by project proposers. The combined resources or' the Cities of Anok.q and <br />Ramsey ensure that the project implementa~tior~ ,,,,,ill begin immediate}y upon <br />approval of ISTEA funding. <br /> <br />Projects for which the proposer assures it will operate and maintain the <br />property and facility for the useful life of the improvement and not change <br />the use of any right of way acquired without prior approval from the <br />Minnesota Department of Transportation and the Federal Highway <br />Administration. <br /> <br />The proposed Americans with Disabilities Act compliant improvements will ~ available for <br />use year round and will be operated and maintained as part of the two cities' sidewalk, <br />trail and street maintenance pro,ams. The need for this transportation bikeway/walkway <br />will continue to grow and, therefore, its use and maintenance will be perpetual. <br /> <br />Projects submitted through/by: 1) cities o~,er 5,000 population, 2) <br />counties, or 3) state agencies. ' ".. <br /> <br />The City of Anoka (population 18,000) and the'City of Ramsey (population ]4,000) <br />both have exemplary records of federal and state fund management, including the MnDOT <br />division of State Aid. Each City is staffed adequately to effectively process and assist with <br />the enhancement programs requirements. <br /> <br /> <br />
