PRIORITY CRITERIA <br /> <br />The degree to which the proposed project fulfills the intent of the ISTEA. <br /> <br />The Counly Road #I16 allernalive transportation corridor represents the <br />very essence of the inlen! and [..foals of ISTEA. <br /> <br />Both the Cities Anoka and Ramsev have been progressive leaders in planning and <br />implementing bikeways and w'alkways. This project v,,ith its improved transportation, <br />enhanced safety, and beautificahon elements fulfills the alternative transportation needs of <br />this growing area by providing the critical link to the existing significant capital <br />expenditures. <br /> <br />This quality enhancement project ,.,,,ill: <br /> <br />Promote energy el'F~ciency b), reductions in single occupant vehicles and further <br />promotion of economical and sustain:tble travel. <br /> <br />Encourage and facilitale economic competitiveness by reducing the expenses <br />of local travel, thereby fostering sustainable growth and employment and <br />encouraging continued educmional pursuits. <br /> <br />Enhance and sustain environmental quality by reducing adverse environmental <br />effects associated with increasing vehicular traffic and provide enhancements of <br />aesthetics as well as ecological continuiD, through diverse landscaping of Highway <br />#116's view shed. <br /> <br />By maintaining mobility, creating jobs, and enhancing the integrity of the local <br />communities, the beneficiaries of this project, the Northwest Metropolitan Area, <br />will be effective and viable participants in the national economy. <br /> <br />Funding of this project results in a comprehensive hud complete on 'and off road <br />bikeway/walkway system comprising of 25.6 miles. The project cost includes a <br />contribution from the ISTEA in the amount of $'113.2a-4 and a local contribution in the <br />amount of $] 13.244. This results in a project cost per mile from ISTEA of 5,43,555. <br />Further, the entire project cost of $226.488 completes the 25.6 mile system at a cost of less <br />than $8,900 per mile. <br /> <br />This completed bikeway/walkway system will run adjacent to a Minnesota Department of <br />Natural Resources Type 3 protected wetland (Grass Lake) which will enhance the use and <br />visual appreciation of this nature area. For persons using this segment of off roadway <br />transportation system, including those traversing ~tween residential neighborhoods and an <br />elementary school, between residential areas, between a residential area, a high school and <br />commercial area, and between two commercial areas, this portion of the trail system is the <br />most direct route which can be used between these destinations. The entire 25,(; mile <br />bikeway/walkway project, including present components and ISTEA funded <br />components, improves the utilization and.. viability of several commercial, <br />industrial and residential areas. <br /> <br />Projects with components which h. ave already been funded and/or <br />implemented from other funding sources, especially projects for which the <br />proposed Enhancements funded element would complete a larger project, <br />concept, or plan. <br /> <br />5 <br /> <br /> <br />
