Transportation Corridor. This is but one of the connections the ISTEA <br />Enhancement funds will cause. <br /> <br />The Count), Highway #116 vehicular Rum River crossing received state-wide and <br />regional priority resulting in the 1991 completion of the bridge and overpass and <br />resultant connections of the Cities ofAnoka, RamsevandAndover. Because this <br />project consists of z~ series of transportation linkages to existing components, the <br />projecl can also be considered underfunded to the extent that a $16:5,000 pedestrian <br />overpass and four separate fenced and concrete walk~bikeways are in place but are <br />missing the critical cortnections that ISTEA Enhancements will provide. <br /> <br />Thc Count), Highwa), #1l 6 transportation corridor was accepted and reviewed by <br />the Metropolitan Council's Surface Transportation Program review in 1992. The <br />project ranked in the upper half of those submitted but financial constraints did not <br />allow for the projecl funding. Since that submittal, the pr~ect has been enhanced <br />b)' project expansion, landscaping and lighting and by the historic preservation <br />component. <br /> <br />Trunk Highway #47 is the principal north/south arterial running through the entire <br />community of Ramsey and connecting Ramsey with downtown Anoka. Count), <br />Highway #116 runs the entire length of the Anoka/Andover boarder and runs east <br />into Coon Rapids and Blaine and, from Trunk Highway #47, both north and south <br />of the intersection with Count), Highway #116 and is scheduled for a Minnesota <br />Department of Transportation ro:~dw~ly and intersection improvement in 1994. This <br />improvement will accommodate right-of-way for the bikeway/walkway project <br />found in this proposal. Completion of the County Highway #116 <br />walkway/bikeway will promote~ demonstrate, and facilitate sustainable <br />transportation in the Northwest Metropolitan Area. <br /> <br />Projects which demonstrate more than a local impact or benefit. <br /> <br /> The residents and commuters within the communities of Andover, An0ka and <br /> Ramsey will directly benefit by the Count), Highway .'gl 16 alternative transportation <br /> corridor funded by this project. The projected area of benefit includes those <br /> utilizing the transportation link along County Highway #116 linking the Enterprise <br /> Industrial Park and the Gateway North Industrial Park to the River's Bend <br /> commercial area, the City of Anoka Highway commercial area, the Anoka <br /> Metropolitan Transit Commission park and ride lot, the Anoka Senior High School <br /> and adjacent pubtic and private uses. <br /> <br />This bikeway/walkway corridor project will provide for a bikeway/walkway <br />component assisting the connection of Trunk Highway #47 and Count), Highway <br />· g'5 with the County Highway .gl 16. The result will be Iinking all of the above <br />transportation multi-modal components with several subdivisions, elementary <br />schools and another commercial district, in addition to three fully accessible <br />American Disabilities Act compliant park developments within the Cib, of Ramsey. <br />This project will provide accessibility to these parks and to the communities of <br />Anoka and Andover. In addition, the bikeway/walkway project will accommodate <br />accessibility to several other local parks and regional parks and the Anoka County <br />fairgrounds. <br /> <br />The long term bikeway/walkway plan links this project with the Cities of CoOn <br />Rapids, Blaine and Ham Lake, all east of Andover and Anoka. This corridor <br />directly connects five schools, several industrial parks and retail shopping centers, <br /> <br /> <br />
