CASE # <br /> <br />PROPOSED ORDINANCE TO ESTABLISH PROCEDURE FOR MOVING <br />STRUCTURES INTO AND WITHIN THE CITY OF RAMSEY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />For several months, City Staff and the Planning and Zoning Commission have been working on an <br />ordinance to establish a procedure for moving accessory and principal structures into and within <br />the City of Ramsey. Currently there is no established procedure, but based on past practice we <br />have brought the requests for moving structures to Planning and Zoning and City Council for <br />approval. Sometimes, there is a public hearing and sometimes not. In researching surrounding <br />communities, requests to move in structures are handled at a staff level. Generally, when persons <br />purchase a structure for relocation, it is because of some larger project that the structure is available <br />and the purchaser has a very limited time frame to arrange for the relocation of the structure. To <br />wait 4-8 weeks for the approval of the Planning Commission and City Council makes these <br />opportunities prohibitive for the perspective buyer. <br /> <br />Observations: <br /> <br />Basically, the procedure that has been drafted consists of exempting accessory structures less than <br />280 square feet in size from any review or permitting by the City, and City Staff review and <br />approval for all accessory structures larger than 280 square feet and principal structures. In the <br />case of principal structures, the applicant would be required to post a $3,0(~.00 financial guarantee <br />ensuring proper completion of the project to warrant issuance of the certificate of occupancy. In <br />the event a project is not completed and the cost to abate the problem exceeds $3,000.00, the City <br />would have the authority to remedy the situation and assess the cost of same against the property <br />through the Anoka County tax rolls. <br /> <br />The proposed ordinance is enclosed for your review and information. <br /> <br />Recommendation: <br /> <br />City Staff and the Planning and Zoning Commission recommend approval of the ordinance as <br />. drafted. <br /> <br />Council Action: <br /> <br />Motion to: <br />Introduce Ordinance ~93- <br />the City of Ramsey. <br /> <br />to establish a procedure for moving structures into and within <br /> <br />Review Checklist: <br /> <br />CC: <br /> <br />City Administrator <br />Finance Officer <br />City Engineer <br />City Attorney <br />Building Official <br /> <br />4/27/93 <br /> <br /> <br />
