CASE #6

LOWER RUM RIVER WATER MANAGEMENT ORGANIZATION
By: Ryan Schroeder, City Administrator

Background:

Recently the Ramsey City Council noted that while Ramsey's percentage share of the
LRRWMO budget is 42.12%, Andover's is 29.15%, Anoka's is 26.95% and that of Coon
Rapids is 1.78%, each city has one vote on the LRRWMO issues. The Council also noted
that due to conservative spending patterns, the LRRWMO has achieved a large budget
reserve.

The questions which arise are:

Is it time to revisit the joint powers agreement to ensure that decision making,
voting balance more accurately reflects budget contributions?

Is there an opportunity to discuss the charge and long term direction of the
LRRWMO to ascertain necessary levels of reserves and future budget
requirements?

Councils Action:

Based upon discussion.

Reviewed by:

City Administrator - Ramsey
City Manager - Anoka

Joint CC: 05/06/93
