MEMORANDUM

DATE: May 5, 1993

Ramsey City Council
Consent Agenda Council Meeting 5/11/93

Sandra Ashley Helling, Finance officer

SUBJECT: Abatements of Special Assessments

included with your consent agenda this evening are several resolutions that abate
special assessments due to prepayments not removed from the County roll or
prepayments that could not be recorded properly due to the assessment being tevied
to the underlying pin, but payments accepted from individual lots for which new pin
numbers were pending. The sixteen property owners have been notified by our office
that a correction is in process and they will be receiving a new tax statement from
Anoka County.

The City receives a proof assessment roll each year that should reflect all
prepayments reported during the year and new special assessments levied; this report
incorporates all transactions for the prior year. This County generated report for the
City of Ramsey for December, 1992 included approximately 1200 separate
transactions which needed to be verified to the City funds and records. Due to vacant
positions in the Finance Office, this verification could not be completed until
recently. The enclosed abatement resolutions resulted.
