INTRODUCTION <br /> <br />On February 23, 1993 Ramsey City Council approved the preliminary plat for River's Bend 3rd <br />Addition. "~he developers have petilioned to have tile firs! phase of that subdivision installed as a <br />public improvement and this feasibility study was ordered by the City Council on March 9, 1993. <br />The purpose of this feasibility stud,,, is Io identify those improvements which will be undertaken as <br />Project :~!/93-10, and to identify the cost associ:tted therewith. This report ,.,,'ill also address the <br />distribution of those costs among various funding sources and provide an estimate of the <br />assessments to be levied on the benefilted properties. <br /> <br />This project is located within the Southern Half of Section 25, Township 32 North, Range 25 <br />West, City of Ramsey, Anoka County, Minnesota. The project area is illustrated in Figure A, <br /> <br />PROPOSED IMPROVEMENT <br /> <br />Sanitary Sewer <br /> <br />At the present time, an interceptor sanitary sewer runs east/west across the property and an eight <br />inch lateral sewer is in place for a distance of approximately 420 feet south of the interceptor. No <br />service laterals have been stubbed off the existing sanitary sewer, h will be necessary to tap the <br />existing eight inch lateral sewer main and provide service stubs to the property Iine for the six <br />residential tots on the east side of Xkimo Street N.W. and tile three commercial lots on the west <br />side of Xkimo Street N.W. A ten inch sanhary sewer will be extended as a part of this project <br />northward along Xkimo Street N.W. beyond the paved intersection of 143rd Avenue N.W. and <br />Xkimo Street N.W. An eight inch sanitary sewer main with four inch service taps for 11 <br />residential lots will be extended down 143rd Avenue N.W. east of Xkimo Street N.W. The <br />proposed sanitary sewer improvements are illustrated in Figure B. <br /> <br />Watermain <br /> <br />A watermain is presently available to the project site at the intersection of 142nd Avenue N.W. and <br />Xkimo Street N.W. Water service will be extended to the project by a 12 inch main running <br />northward up Xkimo Street N.W. and tem'finated at a point beyond the paved intersection of 143rd <br />Avenue N.W. A six inch watermain will service 143rd Avenue N.W. east of Xkimo Street N.W. <br />One inch copper water services will be stubbed out for all 17 residential lots. Six inch water mains <br />will be extended to the west side of Xkimo Street N.W. at two locations. These six inch <br />watermains will facilitate hydrants at two locations on the west side of Xkimo Street N.W. and will <br />also provide an opportunity for future commercial lots on the west side of Xkimo Street N.W. to <br />obtain water service without disturbing the street improvements within Xkimo Street N.W. The <br />proposed watermain improvements are illustrated in Figure C. <br /> <br />Storm Sewer <br /> <br />The project area is presently served by a 42 inch storm sewer located along the northern side of <br />142nd Avenue N.W. It is proposed that a 30 inch storm sewer be extended to serve the <br />intersection of 143rd Avenue N.W, and Xkimo Street N.W. Additional inlets for storm water will <br />be placed between 143rd and 142nd Avenues N.W. A 30 inch storm sewer will be an adequate <br />size to service future storm run-off from the preliminary plat for a distance of approximately 600 <br />feet north of the intersection of 143rd Avenue N.W. The northernmost residential cul-de-sac <br />containing residential properties and the area adjacent to it and Trunk Highway #47 will be drained <br />northward into the adjacent wetland. The proposed storm sewer improvements are illustrated in <br />Figure D. <br /> <br /> <br />
