CASE <br /> <br />REQUEST FOR FINAL PLAT APPROVAL OF RAMSEY COMMONS 2ND <br />ADDITION; CASE OF NORTH SUBURBAN DEVELOPMENT, INC. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Jack Menkveld of North Suburban Development, Inc. is requesting final plat for approval of <br />Ramsey Commons 2nd Addition. The subdivision consists of a replat of the 4 lots in Ramsey <br />Commons and 4 lots in Sunny Ponds into 11 single family urban residential lots. The following <br />items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Proposed final plat <br />City Staff review letter dated May 4,1993 <br />Proposed resolution <br />Proposed development agreement <br /> <br />Observations: <br /> <br />The subject property is properly zoned for development with single family urban residential lots. <br />The installation of the improvements will be privately financed by the developer. <br /> <br />All of the lots are in compliance with City Code requirements for minimum lot areas and <br />dimensions. Additionally, the developer has complied with City policy and the lots adjacent to <br />wetlands contain the minimum urban lot area (10,800 square feet) above the wetland. <br /> <br />The lots are proposed to have street access via a cul-de-sac extension of 148th Lane N.W. from <br />Sunny Ponds to the east. The proposed cul-de-sac does not exceed the 600 foot maximum length <br />established in City Code. <br /> <br />The grading and drainage plan has been modified to the satisfaction of the City Engineer. A <br />portion of the plat is impacted by a wetland. The grading and drainage plan and the wetland <br />mitigation plan have been forwarded to the Lower Rum River Water Management Organization <br />(LRRWMO) and the Army Corps of Engineers for review. The LRRWMO has approved a <br />mitigation plan for the restoration of the impacted wetlands. No written comments have been <br />received from the Army Corps of Engineers, but it is anticipated that the required activities will be <br />covered by a nationwide permit due to the fact that less than one-half acre of wetland is being <br />impacted. <br /> <br />In accordance with the recommendations of Staff and the Park and Recreation Commission, park <br />dedication will consist of a cash payment for each of the 3 new lots created; park dedication has <br />already been satisfied for the 8 existing lots involved in the replat. In addition, the developer is <br />providing a 35 foot wide strip of park land that will be developed with a bituminous path to <br />provide pedestrian access to Nowthen Blvd. <br /> <br />As a result of this replat, a small triangular wedge of right-of-way comprising the southwest end of <br />148th Lane in Sunny Ponds subdivision will need to be vacated. The developer has initiated tlxis <br />action. <br /> <br />Recommendation: <br /> <br />City Staff recommends final plat approval contingent upon favorable reviews by the Army Corps <br />of Engineers. <br /> <br /> <br />
