Asflcford Company <br />12043 West H/ghway #13 <br />Burnsville, MN 55337 <br /> <br />Re: Final Plat Review Of Cedar Hills 2nd Addition <br /> <br />Dear Tom: <br /> <br />We have received the proposed final plat for Cedar Hills 2nd Addition. The plat <br />consists of two sheets drawn by McCombs Prank Roos Associates, Inc, printed on <br />April 29, 1993. We offer the following comments: <br /> <br />Czg. II.tr.~: The approved preliminary plat consisted of approximately 55 <br />acres proposed to be subdivided into 11,4 single family urban residential <br />tots. City of Ramsey Resolution ¢fi:90-06-168 approved a 4-phase <br />development plan for Cedar Hills. The frrst phase consisted of 35 single <br />family lots and this second phase is proposed at 33 tots. <br /> <br />Lot Sizes and Dimensions: Ail of the lots meet the minimum area and <br />width requirements for the urban residential zone. <br /> <br />Streets: All of the lots in the plat will access onto Tungsten Way which <br />should be designated as "N.W." on the final Plat. Additionally, the City has <br />received a sketch plan to develop the parcel that abuts the southwesterly 500 <br />feet of Cedar Hills Addition with single family urban residential lots. It is <br />City Staffs recommendation that the southerly leg of Tungsten Way in <br />Cedar Hills 2nd Addition be redesigned with an east west through street to <br />the parcel the west (refer to attached exhibit for proposed street layout). <br />This recommendation is based on the following considerations: a) Cedar <br />Hills and Chestnut Pond would both benefit by having a more direct access <br />to Sunfish Lake Blvck; b) Cedar Hills 2nd Addition would gain another <br />lot; c) The development to the west would gain more direct access to <br />Emerald Pond Park; d) The through street would reduce traffic on some of <br />the other residential streets in the area; e) The through street configuration <br />provides more opporumity for looping a stronger water main system. Street <br />profiles based on the approved final plat will have to be submitted and are <br />subject to the approval of the City Engineer. <br /> <br />Utilities: This plat will be serviced by municipal water and sewer <br />constructed to City standards. The improvements will be installed as a <br />private improvement project. Accordingly, the developer will be required to <br />post a financial guarantee at the City in an amount equal to 125% of the <br />estimated cost of the improvements, <br /> <br /> <br />
