Voting No: None. <br /> <br />3) <br /> <br />Consider Proposal from BKV Group and 3D/I for Schematic Design and <br />Visioning for New City Hall/Police Department and Authorize an Inter-Fund <br />Loan from the Equipment Revolving Fund <br /> <br />Assistant City Administrator Nelson explained during the regular meeting of January 27, 2004, <br />the Council reviewed a proposal from BKV Group and 3D/I Group for schematic design and <br />visioning for the new City Hall and Police Facility. This was done prior to the completion of the <br />fiscal impact study, which was presented to the Council at the March 9, 2004 work session. This <br />initial proposal is for schematic design, which entails site work for where the building would be <br />situated on the site, aesthetic work, and also some visioning to get public input about the use of <br />the building and the project. The proposal from BKV Group and 3D/I is for $188,000, which <br />would be to complete the schematic design and visioning. During this interim period prior to <br />such time that bonds could be issued, an inter-fund loan from the Equipment Revolving Fund <br />would be utilized. <br /> <br />Councilmember Elvig noted this is for design work only, which may take from 1 to 1 ½ years. <br />Thc Finance Committee requested budgeting ideas from BKV Group and 3D/I about what the <br />structure should cost, and comments were also made about making sure there is public input on <br />tiffs lbr the visioning and designing process. <br /> <br />Councihncmber Kurak stated the money used for this will be coming from the Revolving <br />Equipment Fund, which has been set up since the old City Hall was built and added to every <br />year. If this does not come to fi'uition and they do not build the City Hall the funds are being <br />taken fi'om a place that is planned for this use, they are not coming from the General Fund. <br /> <br />Councilmcmber Elvig stated this amount is not to exceed $188,000. Design takes time and a lot <br />of the positioning of the Town Center requires knowing the flow of this City Hall, which will be <br />built some day. They need to determine how the City Hall will be positioned. The motion by the <br />Finance Committee was to pass this to the City Council for their consideration contingent on <br />passing the Five Year Strategic Planning Goals, which was passed earlier in this meeting. The <br />motion now would be to move for consideration of the approval. <br /> <br />Councihnembcr Strommen noted the other thing the Finance Committee requested was to <br />schedule an agenda item on a work session to continue to look at the financial impact of City <br />Hall and other projects. <br /> <br />Councihncmbcr Elvig requested this discussion be scheduled in the next two weeks to stay on <br />top of the financial ramifications of these projects. <br /> <br />Motion by Councihnember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Finance Committee for Case #3 which is to adopt Resolution #04-03-075 <br /> <br />City Council/March 23, 2004 <br /> Page 9 of 26 <br /> <br /> <br />
