Motion by Councilmember Kurak, seconded by Councilmember Pearson, to adopt Ordinance No. <br />04-06 which is an ordinance authorizing the sale of the LOTS 1 AND 2, BLOCK 2, <br />GATEWAY NORTH INDUSTRIAL PARK PLAT 2, Anoka County, Minnesota. <br /> <br />A roll call vote was performed by the Recording Secretary. <br /> <br />Councihnember Cook: aye <br />Councihnember Elvig: aye <br />Councihnen~ber Kurak: aye <br />Counci hnember Pearson: aye <br />Councilmembcr Strommen: aye <br />Councihnember Zimmerman: aye <br />Mayor Gamec: aye <br /> <br />Motion can'ied. <br /> <br />Case #11: <br /> <br />Amendments to the Town Center Zoning District Regarding Front Yard <br />Setbacks and Driveway Lengths <br /> <br />Community Development Director Frolik explained staff is bringing forward amendments to the <br />Town Center Zoning District to rectify situations uncovered during the consideration of the first <br />residential phase of Ramsey Town Center being proposed by D.R. Horton. The first phase, <br />Ramsey Town Center 2'~'~ Addition, contains back-to-back townhome units as well as rowhouse <br />style townhome units. It was determined by staff and the Planning Commission that the Town <br />Center Zoning Code does not adequately anticipate these types of units in regards to measuring <br />front yard setbacks and driveway lengths. In reviewing the preliminary plat of Ramsey Town <br />Center 2''d Addition, the Planning Commission and City Council indicated that they were <br />comfortable with the subdivision as shown but wanted variances or amendments to the Town <br />Center Zoning District to rectify the discrepancies on what was being proposed in the <br />development and what is contained in the Zoning Code. Staff is proposing language to the Town <br />Center Zoning District to clarify how the front yard setback is measured, to allow for a greater <br />fi'ont yard setback for certain types of attached residential units, and requiring 25-foot long <br />driveways roi' all residential units unless certain criteria are met. All of the proposed <br />amendments are consistent with what the Planning Commission and City Council preliminarily <br />approved as part of Ramsey Town Center 2nd Addition. <br /> <br />Councihnember Pearson commented he attended the Planning and Zoning meeting regarding <br />these amendments and they did a thorough job. <br /> <br />Motion by Councihnember Pearson, seconded by Councilmember Kurak, to introduce an <br />ordinance amending setback regulations to the Town Center Zoning District. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Kurak, Cook, Elvig, <br />Strommcn, and Zimmerman. Voting No: None. <br /> <br />City Council/March 23, 2004 <br /> Page 17 of 26 <br /> <br /> <br />
