Counci hnember Elvig stated he likes where this is going, the one thing he is concerned about is
the group of task force members that were expecting input on this, and he is concerned they have
not acknowledged that group. They need to make sure people that are volunteers in these
commissions receive recognition. This group has been hanging in limbo and he wants to make
sure when citizen groups get together that they are taken care of in the appropriate fashion.

Mayor Gamcc replied this group is not being forgotten and their opinion might be wanted at
some time.

City Administrator Nom~an reported the task force group met last night. He thinks the group still
has purpose and he does not know that it will go away. They are an advocacy group that can still
continue with making sure the mission stays with the creation of an urban village. Their
continued input would be welcome.

Councihnembcr Pearson explained there was concern by the task force that the last map strayed
away fi'om the original goal, and was not what was envisioned. He thinks staffhas done a good
job, but they need to focus on following what they initially set out to do. The number one issue
with thc task force is that the citizens of Ramsey get to see what was drawn on paper. The
concept was to be something unique that they can be proud of, and that is what they are hoping to

see.

Motion by Councilmember Elvig, seconded by Councilmember Strommen, to adopt Resolution
#04-03-082 establishing the Town Center Review Board, noting the concerns of Councilmember
Kurak, with the Town Center Review Board to be reviewed within a period of 90 days.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Strommen, Cook, Kurak,
Pearson, and Zimmerman. Voting No: None.

Case #17:

Engage Services of Commercial Architectural Consulting Services for Town
Center Review Board

City Administrator Norman reviewed that a Commercial Architectural Consultant will be a
member of the Town Center Review Board. Kathy Anderson of Architectural Consortium LLC,
a commercial architect, was introduced to the Council during the work session of March 14th.
Ms. Anderson has been involved in many similar mixed use developments in the Metropolitan
Area as well as throughout the country. Staff recommends that the City enter into contractual
arrangements with Architectural Consortium LLC, to provide the commercial architectural
consulting services for the TCRB.

Mayor Gamcc asked what position Ms. Anderson falls under in the listing of rates.

City Administrator Norman replied she would hold the principal position.

City Council/March 23, 2004
