On February 6, 2004, representatives of the Ramsey Community Development Department and
Anoka County Environmental Services attempted to conduct a site inspection. Julie Hills denied
the City and County staff permission to enter the property because the owner of SR Auto was not
present.

On February 20, 2004, City Staffand Anoka County Staff met with the owner of SR Auto on the
site. There was evidence that auto salvage activities had resumed and car parts were stored
outside. SR Auto was also operating without their 2004 City license (they submitted an
application on February 25). Anoka County Environmental Services noted several violations as
well.

On March 1, 2004, Anoka County Environmental Services provided SR Auto with written
notification of violations with a March 15 deadline for compliance. On March 17, Community
Development Staff received word from Anoka County that their concerns with SR Auto had
been addressed.

In order to address all issues before making a decision on forwarding the motor vehicle sales and
repair license to the Council for approval, the Community Development Department requested
that the Fire Inspector re-inspect the property to determine if fire safety issues had been resolved.
On April 1, 2004 the Fire Chief and Fire Inspector conducted a site inspection. Property owner,
Julie Hills, attempted to deny them permission for the inspection because the owner of SR_Auto
was not present. However, Fire Code enables the Department to enter a property for fire safety
purposes. The Fire Inspector took photos and called the owner of SR Auto and scheduled a
follow up inspection for the week of April 12.

Recommendation:

Staff will be prepared to make a verbal recommendation to approve or deny the 2004 license
application based on the results of the inspection scheduled for the week of April 12. Staff has
drafted some findings of fact relating to the case; they are attached, as well as the site location
map. Photos and copies of correspondence will be available at the meeting.

Council Action:

Will be based on your discussion.

Review Checklist:

Fire Chief/Public Works Director

Copies To:

Fire Inspector
City Attorney

CC: 04/13/04
