Park dedication will be satisfied through a cash payment. A portion of the park dedication fees <br />collected will be utilized to improve the existing Riverdale Park located immediately adjacent to <br />the subject property. The Park and Recreation Commission is recommending the developer <br />install an 8 fbot bituminous trail along the south side of Riverdale Drive within the public right <br />of way. An 8 foot bituminous trail along the north side of Riverdale Drive was approved as part <br />of the platting of Rivenwick 3rd Addition located immediately south of the subject project. The <br />Park and Recreation Commission is recommending that the 8-foot bituminous trail along the <br />north side of Riverdale Drive be extended to the intersection of Ramsey Blvd, and Highway 10 <br />as part of the development of Rivenwick Village. During the Park and Recreation Commission <br />meeting, the Commission discussed the possibility of working with the developer to provide <br />overflow parking within the development during events held at Riverdale Park. Due to the <br />configuration of the development and the way the unit's function, this will not be a possibility. <br /> <br />Engineering and the LRRWO have stated some concern regarding the ponding configuration <br />within the development. Staff and the developer are working diligently to resolve the concerns <br />prior to City Council review of the preliminary plat. <br /> <br />The Planning Commission held a public heating and reviewed the preliminary plat at their March <br />11,2004 meeting. <br /> <br />Recommendation: <br /> <br />The preliminary plat and site plan are proposing a unique residential development with a variety <br />of town house and condominium units. Staff and the developer have been diligently working <br />together to create a plat that provides for a good street network system while still allowing for the <br />intricate residential development design that is trying to be achieved. <br /> <br />The Planning Commission recommended approval of Rivenwick 4th Addition contingent upon <br />the Staff Review Letter dated March 5, 2004, revised April 9, 2004 and include language in the <br />Development Agreement stating that the remaining property zoned MU-PUD will include <br />commercial development and will not be maximized with residential uses. <br /> <br />As previously noted, this case addresses requirements for both the preliminary plat and site plan. <br />The sections of the review letter that are related to the preliminary plat are: zoning, density, street <br />layout and access, easements, grading and drainage plan, park dedication, and trail development. <br />The requested setback deviations, architectural standards, landscaping, and noise mitigation are <br />related to site plan requirements. <br /> <br />Council Action: <br /> <br />Motion to adopt resolution # approving the preliminary plat of Rivenwick 4th Addition <br />noting the approved deviations and contingent upon compliance with City Staff Review Letter <br />dated March 5, 2004, revised April 9, 2004. <br /> <br />-or- <br /> <br />Motion to deny the preliminary plat of Rivenwick 4th Addition. <br /> <br />And <br /> <br /> <br />
