Preliminary Plat and Site Plan Reivew <br />Rivenwick 4t~ <br />March 5, 2004, revised April 9, 2004 <br />Page 2 of 8 <br />3. Density: The MU-PUD district allows R~I, R-2, and R-3 densities, uses, and performance standards. The <br /> subject project area is 20.91 acres in size and the plat is proposing to develop 195 units. This equates to a net <br /> density of 9.31 units per acre. The R-3 district permits densities between 7 - 15 units per acre; therefore the <br /> development will be critiqued based on the R-3 standards. The Preliminary plat needs to be revised to show <br /> that the development is proposing densities within the R-3 District and not the R-2 district as specified on <br /> the plat. <br /> <br />Platting: The residential development is proposing a combination of townhouse and condominium units. <br />The condominium units will be platted as a Common Interest Community (CIC), staff is requesting further <br />information as to how the townhouse units will be platted. The CIC unit's platted at Anoka County must <br />confbrm to site plan and preliminary plat approved by the City Council. The City will also be requesting a <br />copy of the CIC document that will be recorded in conjunction with the plat at the office of Anoka County. <br /> <br />Streets and Setbacks: Since the development is located within a Mixed - Use Planned Unit Development <br />district, the City Council has the opportunity to review deviation requests from the strict zoning standards. <br />As previously mentioned the development is being reviewed under the R-3 District standards. The charts <br />below outlines the City's standards and proposed development deviations: - <br />Standard . :::i]~ :: : <br /> <br />Building Setback from Public Street Right of Way ' [ 25 feet <br />Proposing <br /> <br />· There are 3 public streets provided. <br />· Condo unit 7 and Condo unit 51 front onto a public street. The setback for these units range from 11 feet - <br /> 20 feet from the public right-of-way <br /> Condo units 1, 2, 3, 4, 5, 6, 7 side yards are located adjacent to a public street. City Code does not specify a <br /> side yard setback therefore staff will assume the 25 foot building setback still stands. The setback for these <br /> units range from 10 feet to 23 feet. <br />· Urban Townhouse Units l-7 gain access from a private street but [s also located adjacent to a public street. <br /> The structure is setback from the public right-of-way ranges from 20 feet - 27 feet. <br />· The side yard of Urban Units 16-24 is located adjacent to a public street. The comer of the unit is proposing <br /> to be setback 12 feet. <br />· Urban Townhouse Units 25-33 gain access from a public street and is located adjacent to a public street. <br /> The structure is proposing to be setback ranging from 10 feet- 25 feet. <br />· Urban Townhouse Units 52-60 gain access from a private street. The side yard of the structure is located <br /> adjacent to a public street and is setback 10 feet. <br />· Urban Townhouse Units 61-68 gain access from a private street. The side yard of the structure is located <br /> adjacent to a public street and is setback 11 feet. <br />· Urban Townhouse Units 21-27 gain access from a private street and is located adjacent to two public <br /> streets. The structure's front door entrance (this is not the garage entrance as the units have tuck under <br /> garages located in the rear) is proposing to be setback ranging from 10 feet - 20 feeit. The structure is <br /> proposing to be setback 12 feet fi'om a public right-of-way along the side yard. <br />· Urban Townhouse Units 16-20 gain access from a private street. The side yard of the structure is located <br /> adjacent to a public street and is proposing to be setback 13 feet. <br />· Urban Townhouse Units 1-6 gain access from a private street and is located adjacent to two public streets. <br /> The structure side yard is proposing to be setback 20 feet and the front of the structure (this is not the <br /> garage side as the units have tuck under garages located in the rear of the units) is proposing to be setback <br /> ranging fi'om 16 feet to 19 feet. <br />· Urban Townhouse Units 28~32 gain access from a private street and is located adjacent to a public street. <br /> The structure is proposing to be setback ranging from 14 feet to 15 feet from the public street right of way. <br /> <br /> <br />
