The proposed <br /> irrigation system will need to be reviewed by the City Engineer. The irrigation system will need a dedicated <br /> service(s) that must be shown on the utility plan. <br /> <br />21. Sidewalks. In accordance with City Code, sidewalks are required on at least one Side of all non cul-de-sac <br /> public streets. A 5-foot concrete sidewalk is being proposed north of 138th Avenue, west of Street B, east <br /> and west of Driveway 12, east of Street C, north of Urban units 21-27, west of Urban units 61-68, east of <br /> Urban units 52-60, west of Urban units 41-47, east of Urban units 34-40, west of Driveway 3, and north of <br /> Urban units 8~15. Sidewalk connections should be shown from Driveways 8 and 10 to the trail along the north <br /> side ot~ Riverdale Drive. <br /> <br />22. Trail Development. The Park and Recreation commission reviewed this project at their April 8, 2004 <br /> meeting. Riverdale Drive is an MSA route and trails are required on both sides of MSA routes. The <br /> developer of' Rivenwick 3rd was required to install a trail on the north side of Riverdale Drive. This trail has <br /> not been installed yet. Staff recommends the trail on the north side of Riverdale be extended to the <br /> intersection of HWY I0 and Ramsey Boulevard as part of this development. The parks commission agreed <br /> that trails on both sides of Riverdale are necessary. The trail to Ramsey Boulevard is not credit eligible. <br /> The parks commission agreed that construction of a trail along the north and west sides of Riverdale park by <br /> this developer would be trail credit eligible This work was calculated at $17,000. The trail dedication fees <br /> for this project are $107,250, deducting the credit will leave a balance due of $90,250. <br /> <br />23. Park Dedication. The Park and Recreation commission reviewed this project at their April 8, 2004 meeting. <br /> The following park needs have been identified in Riverdale Park. <br /> <br />· An ag lime infield and safety fences for the existing ballfield. <br />· Two hexagonal shelters, one to serve the park, and another to serve <br /> persons recreating along the Mississippi River. <br />· Irrigation for Riverdale Park. <br />· Landscape improvements. <br />· A park name monument. <br />· Parking spaces. <br />· Project administration staking <br /> <br />$12,000 <br /> <br />$ 58,000 <br />$17,000 <br />$19,000 <br />$ 6,500 <br />$14,000 <br />$_ 5,000-. <br />$131,500 <br /> <br />These improvements are proposed to be constructed concurrent with Rivenwick Village's development. <br />The cash contribution for Park Dedications is 195 units ~ $2,200 = $429,000. Crediting the Developer <br />for the improvements noted above leaves a balance of $297,500 to be paid at the time the plat is filed. <br />The park commission motion accepted the proposed improvements as outlined, with staff directed to <br />look into a shared parking arrangement where parking stalls in Rivenwick 4th would be available for <br />overflow parking for events in the park. The motion also targeted the 50% of park fees that can be used <br />outside the recreation district for North Park in Ramsey Town Center. <br /> <br />24. Architectural Standards. City Code requires exterior wall finishes to.consist of face brick, natural stone, stucco, <br /> aluminum, steel, or vinyl siding, wood, or other products approved by the City Council. The Carriage town homes are <br /> proposing to be constructed with full brick exterior finishes for the front side and siding for the rear elevation. <br /> <br /> <br />
