CONSIDER ESTABLISHING VISION CLEARANCE TRIANGLE
INTO CITY CODE
By: Steve Jankowski, City Engineer

Background:

At the November 2003 and the January and March 2004 Public Works Committee
meetings there was discussion of establishing a vision clearance triangle to enhance
intersection safety. At the most recent meeting the Public Works Committee reviewed the
impacts to private property owners that this ordinance would create. The ordinance would
create the largest impact to comer lots of intersecting streets that are uncontrolled (no
mandatory stop required). The impacted area of private property could be as large as a
21 -foot triangle occupying the comer of a property. However, the area of private property
impacted could be greatly reduced or eliminated altogether by placing a stop requirement
on one or both of the intersecting streets.

The wording of the ordinance addresses the types of vision obstruction allowed and
banned within the triangle. The Committee directed that a provision allow for a case by
case review of elements which pre-exist within the controlled area at the time of ordinance
adoption. Such a clause has been added to the draft ordinance presented here for
introduction by the Council.

Recommendation:

Staff recommends that the Council introduce Ordinance 04-XX establishing the creation
of a vision triangle into Chapter 9 of City Code.

Action:

Motion by the Council to introduce Ordinance 04-XX establishing the creation of a vision
triangle into Chapter 9 of City Code.

Reviewed By:
Police Chief
Community Development Director
Street Supervisor
Public Works Director
Assistant Public Works Director
City Attorney

PW: 04/13/04
