CASE <br /> <br />CONSIDER AMENDING THE METHOD FOR CALCULATING THE RATE FOR <br />TOWNHOMES IN THE STORM DRAINAGE UTILITY <br /> Leonard L. Linton, Civil Engineer II <br /> <br />Background: <br /> <br />On November 23, 1999, the City Council introduced an ordinance creating a stoma drainage <br />utility. The utility was adopted on January 11, 2000. On June 27, 2000, the City Council adopted <br />a resolution establishing the storm drainage utility fees by amending the 2000 schedule of rates, <br />t'ees and charges. The City Council adopted a resolution modifying the Residential Equivalent <br />Unit (REU). <br /> <br />Observations: <br /> <br />Thc storm water utility has been operational since 2000. The rate for townhouse developments <br />was determined by treating the site like a business/ retail/ industrial site. The gross area was <br />calculated, thc impervious area was calculated, the REU factor was determined from these <br />numbers then the total charge was divided by the number of dwelling units in the development. <br />q'his rccluired staff time to perform the calculations. A list would be generated of the affected <br />addresses. This list did not always get transferred to the billing at Connexus. Recent review of <br />the billing indicates that most townhouse developments have units that are charged the standard <br />single family rate while adjacent units are charged at the rate determined for the development. <br />Council discussed this issue at the February 17, 2004 work session and reached consensus to <br />charge all townhome units a per unit residential charge. Consensus was also reached that if a <br />property owner no longer operated a business on the property then they should only be charged a <br />residential rate.
